The project involves three components: 1. Strategic NationalProgram Support, aiming to strengthen the national institutional and financial framework for climate resilience, by (a) providing institutional support to the national climate change program; and (b) strengthening climate information. 2. Support to ParticipatoryAdaptation, through strengthening of the adaptive capacity of vulnerable rural communities in the Barotse sub-basin. 3. Pilot Participatory Adaptation, through the funding of actual participatory adaptation investments in the Barotse sub-basin, including (a) community adaptation sub- grants; (b) establishment and operation of an adaptation contingency fund; and (c) rehabilitation and strengthened management of traditional canals. There has been sustained and tangible progress in implementation of all three components on the part of the implementing agencies since the project become effective in September 2013, as observed during the first full implementation support mission (March 3-11, 2014) and in subsequent interactions with the implementing agencies. Public Disclosure Copy The first withdrawal application has been submitted and disbursement currently stands at $3.3m (11%). The “100 day challenge” agreed during the September project launch to fast- track implementation of the Pilot Participatory Adaptation component 3 has been completed in seven selected districts. This spurred the selection of communities in targeted wards for the first set of community sub-grants. The PIU has since transferred funds to those seven districts to support community-level sub-projects for participatory adaptation. Three such community-level sub-grants are currently under appraisal, from Kazangula, Sesheke and Mongu districts. Under component 1, the Zambia National Climate Change Secretariat (ZNCCS), as the interim coordinating mechanism for all climate change-related activities in Zambia, now has a core staff that can manage the Secretariat and coordinate work under each of the components. The Secretariat has also successfully recruited support staff for the project at both national and provincial levels and the PIU is fully operational to ensure effective project implementation. The project baseline survey and M&E framework have recently been finalized, and a separate firm is being contracted to provide additional M&E support (notably in participatory M&E) with additional resources mobilized from the CIF Administration Unit. The technical design consultants for canal rehabilitation works are currently preparing their final report, including proposals on the institutional arrangements for ongoing operation and maintenance of the canals. A robust agreement on arrangements for canal O&M among the key stakeholders concerned is a disbursement condition under this sub-component. Given the progress achieved to date, this condition is expected to be met by the end of September, 2014. MoUs for inter-agency coordination on the implementation of specific project sub-components have been finalized and are expected to be signed into effect shortly. Most important among these are the MoUs between ZNCCS and the Disaster Management and Mitigation Unit (DMMU) for the Climate Information sub-component 1.2; and between ZNCCS and selected civil society organizations (CSOs) operating on the ground in project areas that will collaborate with the project in supporting climate risk and resilience planning at community and ward levels for purposes of identifying pilot participatory adaptation sub-projects. ZNCCS is in the process of mobilizing international and national consultants to support training-of-trainers in climate risk and resilience planning. This is a high priority to build local capacity in climate risk and resilience planning and raise the quality of local-level sub-project proposals. The second full implementation support mission is planned for September 2014. This mission would largely focus on implementation progress of field-level activities under the pilot participatory adaptation component at district, ward and community levels. This is expected to help sustain the good implementation progress seen to date and ensure compliance with the project implementation schedule towards the achievement of the overall objectives.
