The project implementation is performing moderately satisfactory mainly due to the inherited delays occurred in 2014/2015 when the complex changed circumstances in the legal, policy and institutional landscape for research, development and innovation affected severely the project activities and led to project restructuring. The project restructuring, approved in February 2015, was critical to resume the project activities. However, additional delays occurred in early 2016 due to the changes in the Croatian Government and in the leadership of MSES and HAMAG-BICRO that have impacted on the timeliness of the decision- making process for some activities. The estimated cumulative delays amount to 12-18 months of project implementation.
