The project supports the RGoB s efforts to reduce rural poverty, food insecurity, and high levels of malnutrition increase resilience to climate change through climate smart agricultural productivity enhancement for food security and nutrition, and increasing farmer s access to local and export markets. The project seeks to address multiple problems faced byfarmers and rural households through a set of integrated, consolidated, area-specific interventions that respond to local constraints, potentials and opportunities. The project will reach out to 10,400 farmer households and will facilitate the formation and strengthening of 300 new and existing Farmer Groups (FGs) om 24 geogs across 5 dzongkags. Additionally, Additionally, through improved homegrown school feeding programs, the project will target 3,000 school children in 16 schools located in 11 gewogs in 4 dzongkhags. The second approved workplan of the project covering the period from July 1, 2018 – June 30, 2019 is now under implementation. The implementation of the workplan had a slow start because of the general elections of the 2018 and the procurement issues on the irrigation schemes which have now been resolved. Disbursement therefore increased with the ongoing construction of the four irrigation schemes which are now between 30-50% completed. The four irrigations schemes are (i) Thareykhola Irrigation Channel, Norbhugang Gewog, Samtse Dzongkhag – 648 acres (ii) Birkhola Irrigation Channel, Dophuchen Gewog, Samtse Dzongkhag – 50 acres (iii) Laringkhola Irrigation Channel, Gakiling Gewog, Sarpang Dzongkhag – 310 acres and (iv) Rateykhola Irrigation Channel, Dekiling Gewog, Sarpang Dzongkhag – 338 acres. The total command area for service by the four irrigation schemes is 1,346 acres (561 ha). The irrigation schemes have expected delivery date of July/ August 2019. The beneficiaries have been positioned to benefit from the scheme through establishment of 33 farmer groups comprised of 1187 members of which 661 are women. The groups supported also include the four water user associations. In addition to farmer groups, the project also plans to establish 30 producer groups and train them in business literacy, organizational skills, quality control, negotiation skills, and value chain analysis over its life time. This process of establishment and strengthening of farmers group is progressing in preparation for clustering production of the farmers for market access. Key Decisions 1. It was agreed that the World Bank task team , FAO and the Project PMU should review the technical assistance aspects of the project provided by FAO so that it will align with PMU priorities and the need for compliance monitoring and sustainability of project activities. 2. The Mission also agreed that the PMU should embark on additional sensitization activities to create ownership among the farmers groups, and gewogs and also agree with them on the modalities for O&M of irrigation schemes. There should be a written modalities on this for the project. 3. It was agreed that the Procurement Consultant recruited by FAO be retained by the PMU after his contract expiration, to continue handholding and support of procurement activities of Implementing agencies.
