These activities include: (i) expansion of navigational capacity at well-targeted sections of inland waterway Corridors 1 and 3 of the Red River Delta; (ii) improvements to 2 major river ports in the Northern Delta network; construction of a bypass access channel at the Lach Giang estuary; (iii) improvements to 31 ferry boat crossing stations in 14 provinces of the project region; and technical assistance and knowledge transfer activities provided to the Project Management Unit for Waterways (PMU-W) and the Vietnam Inland Waterway Administration (VIWA) under the Ministry of Transport (MoT). These interventions have yielded transportation efficiency and safety improvements consistent with the Project Development Objective (PDO). As corroborated by the project's Monitoring and Evaluation (M&E) framework, the PDO has been achieved. The original credit closed successfully on June 26, 2017. On May 5, 2017 the World Bank's Board of Executive Directors approved an additional credit for the project, in the amount of US$78.74 million equivalent, to deepen the degree to which the PDO is achieved. The new credit will finance construction of the Day-Ninh Co Interconnecting Canal ("DNC canal"). The DNC canal has always been part of the project scope since inception, but there were insufficient funds remaining under the original credit to fully fund its construction. The DNC canal is expected to facilitate the flow of sea-river vessels up to 3,000 deadweight tons in capacity traveling to and from Ninh Phuc port and the Lach Giang estuary bypass access channel. The closing date of the additional credit is December 31, 2019. Over the next 2.5 years the project will therefore focus all implementation efforts towards the successful delivery of the DNC canal civil works, in accordance with good international engineering practice and in full compliance with World Bank environmental, social, and fiduciary safeguards. The immediate next steps under the DNC canal subproject are (i) implementation of the Resettlement Action Plan (RAP), and (ii) preparation of all procurement activities for civil works, goods, and consulting services.
