Citizen engagement plays an important role throughout the different components of the PIUTD. The PIUTD (through funding by the Urban Partnership Program (UPP)) was piloting a participatory urban planning approach in the town of Ksamil, which is part of Saranda municipality. The final report for the Ksamil Urban Lab has already been delivered by the consultants. Throughout the work the consultants were engaging local stakeholders through different approaches comprising questionnaires, interviews and focus group discussions with students and teachers, economic interest groups, local residents, NGOs and entrep reneurs. Based on these inputs, the consultants were developing an urban strategy as well as urban development concepts for the town of Ksamil in a participatory way. Also, the integrated urban upgrading consultancies for the four project municipalities Saranda, Berat, Permet and Gjirokastra are engaging citizens through stakeholders workshops throughout the process of developing the vision and concepts for the cities. Similarly, the consultancies under Component 2 which are focusing on touristic sites upgrading are also conducting stakeholder workshops to engage the local residents.
