To-date 20 km of roads have been rehabilitated, 900 m of resilient structures (retaining walls and box culverts) have been built, and 89,000 workdays have been created. Efforts were made to improve social and environmental safeguards management in Chin State with enhanced environment, health and safety measures for workers and public implemented. Efforts are ongoing to advance the preparation of the next phase of simpler works to be implemented in 2019, and to advance selection of a detailed designs and supervision firm for more complex works. The first roads were finalized in April 2019 and basic maintenance will start only next year on these finalized rural roads. In the meanwhile, draft community-based maintenance guidelines were developed under the project to guide maintenance. They not only support road maintenance but livelihoods and create jobs through the use of labor-intensive works, where appropriate. Community-based approaches to routine maintenance have been successfully implemented in other countries, such as Vietnam and Laos. These programs allow women to be actively involved in routine maintenance activities, develop skills, and earn an income. Grievances registered and addressed: The slight drop from the last ISR is caused by the fact that the project only recently started to receive and monitor grievances after the start of civil works, and only now accurate numbers available. Most of the grievances received are suggestions to change the design of the road and engineering aspects. In any functioning grievance system, at any point in time, there will be grievances that are not yet resolved but are being worked on. The change in the numbers demonstrates the PMU has improved in registering, resolving and reporting on grievances.
