There are lot of damage on a/c pavement sections as longitudinal (Penetrating) cracks, (Cracks, caused by breaking of a/c pavement installation technology, what often turns into gaps), transverse and mesh cracks, mainly resulted by disordered dewatering system. Practically everywhere edges of a/c pavement are smashed, caused by thinning of shoulders) At some sections there are not shoulders at all). There are too many holes on pavement (Damage scale of a/c pavement is too high). There are some culverts of circular section and one box section culvert, fully clogged. Proceeding from above said, all culverts need repair works of certain type; some of them have to be replaced by new ones. Road furniture is practically damaged on road. No road barriers remain in place. There is no road marking and road signs, so, road furniture is to be arranged again, no elementary requirements of road safety are protected under current conditions. From pk 0+00 to pk 2+50 both sides of road are heavily populated, on this section of road yard entrances are unregulated. Road junctions are to be arranged again. (There is no any pavement). On entrance will be installed a/c pavement up to existing gates. In order to pass through drainage water, within the entrance limits (If necessary) circular culverts are arranged (Diam.=0.5 m). The same is with road junctions, where a/c pavement is laid and if necessary circular culverts are arranged. The dominant hydrological Describe site location unit of region is river Paravni. At the beginning of village Godolari, rehabilitation road crosses small ravine. Who owns the land? (i) The existing ROW is owned by Marneuli municipality; (ii) The investment will not conduct any widening or realignment that may cause impact on private lands or assets. Description of geographic, Location: The project road is located in Kvemo Kartli, in Mrneuli municipality, Georgia, physical, biological, Rehabilitation section road connects two regions. geological, hydrographic and Air- Air quality in the subproject area is good due to low traffic levels and the absence of socio-economic context industrial facilities. Water and Soil - No pollution is reported. Flora– Construction works do not require radical change of road parameters. In those sections where the rehabilitation or re-arrangement of the new culverts is necessary, the slightest number of shrubs may be damaged. Fauna - The road section passes through the degraded territory and accordingly the fauna is not reach. Mostly fauna is presented by the species which does not need any special protecting measures. Due to the small area of the project the impact on the fauna will be minimal. Noise - The current noise level is low due to low traffic levels and a lack of industrial facilities. Construction activities will have modest impact on those people who reside in existing villages (immediately along the road) and this impact will be limited to the rehabilitation phase. Social – In addition, Total number of subproject beneficiaries in a 2km buffer zone of the section is 2 villages with a total of 7782 population. Population density for the project is 1319. Locations and distance for Contractor may choose to operate quarry located in Marneuli Municipality, 12km away material sourcing, especially inert aggregates, water, stones LEGISLATION Identify national & local The project triggers World Bank OP/BP 4.01 - Environmental Assessment and, according to legislation &permits that its principles, has been classified as environmental Category B. The present EMP has been apply to project activity prepared to meet requirements of OP/BP 4.01. Georgian legislation does not require any type of environmental review, approval, or permitting for the project. Though according to the national regulatory system, (i) Contractor company must be licensed, (ii) Construction materials must be obtained from licensed providers, (iii) Once contractor wishes to open quarries, then the contractor must obtain respective license. (iv) If, in time of rehabilitation, contractor wishes to operate own asphalt or concrete (Or both) plants, he should have permission regarding specified limited level of pollutant substances in exhaust. (v) Disposal of the construction waste and excess ground generated in the course of earth works shall be placed in selected locations agreed and approved by local governing bodies in written. (vi) Land plots along the road required for undertaking of planned works are subject to de-listing from the Territory of the State Forest Fund and transfer to the Road Department. The process is ongoing. GRIEVANCE REDRESS MECHANISM A grievance redress mechanism will be available to allow an AP appealing any decision on which they disagree; The APs should be informed about the available GRM. This could be achieved through distributing brochures and relevant information provided and announced. APs will be fully informed of their rights and of the procedures for addressing complaints whether verbally or in writing during pre-contraction, construction and operation periods. Care will always be taken to prevent grievances rather than going through a redress process. 3 Marneuli Municipality have assigned a responsible person: Dzaba Asanidze T: 599859966; Municipaliteti@marneuli.gov.ge The Contact Person collects and records the grievances in special log. If the grievance will not be unsolved at the local level, it will be lodged to the RDMRDI. Grievance Redress Commission (GRCN) is formed by the order of the Head of RDMRDI as a permanently functional informal structure, engaging personnel of RDMRDI from all departments. This includes top management, Safeguards, Legal Departments, PR department and other relevant departments (depending on specific structure of the IA). If the RDMRDI decision fails to satisfy the aggrieved APs, they can pursue further action by submitting their case to the appropriate court of law (Rayon Court) without any reprisal. PUBLIC CONSULTATION Identify when / where the Environmental Management Framework for the Secondary and Local Roads Project III was public consultation process disclosed through the RDMRDI web page and a stakeholder consultation meeting was held shall take place on 11/04/2014. http://www.georoad.ge/uploads/files/SLRP_III_ESMF_April%203_WBcomments47.pdf Present draft ESMP was posted on the RDMRDI website and its printed versions was provided to Marneuli Municipality. General Rehabilitation Air Quality a) During excavation works dust control measures shall be employed, e.g. by spraying and moistening the ground and /or Construction b) Demolition debris, excavated soil and aggregates shall be kept in controlled area and sprayed with water mist to reduce debris dust Activities c) During pneumatic drilling or breaking of pavement and foundations dust shall be suppressed by ongoing water spraying and/or installing dust screen enclosures at site d) The surrounding environment (sidewalks, roads) shall be kept free of soil and debris to minimize dust e) There will be no open burning of construction / waste material at the site f) All machinery will fit emission originating regulations, well maintained and serviced and there will be no excessive idling of construction vehicles at sites Noise a) Construction noise will be limited to restricted times agreed to in the permit b) During operations the engine covers of generators, air compressors and other powered mechanical equipment shall be closed, and equipment placed as far away from residential areas as possible Water Quality a) The site will establish appropriate erosion and sediment control measures such as e.g. hay bales and / or silt fences to prevent sediment from moving off site and causing excessive turbidity in canalization and nearby streams and rivers Waste management a) Waste collection and disposal pathways and sites will be identified for all major waste types expected from excavation, demolition and construction activities. b) Mineral construction and demolition wastes will be separated from general refuse, organic, liquid and chemical wastes by on-site sorting and stored in appropriate containers. c) Construction waste will be collected and disposed by licensed company d) In order to control waste disposal accuracy and compliance, waste disposal reports shall be done e) Whenever feasible Contractor will reuse and recycle appropriate and viable materials (except when containing asbestos) B. Impacts on surface Water Quality a) There will be no unregulated extraction of groundwater, nor uncontrolled discharge of process waters, cement slurries, or any other drainage system contaminated waters into the ground or adjacent streams or rivers; contractor should obtain all necessary licenses and permits for water extraction and for further pouring out of used water in state current water system 6 b) There will be proper storm water drainage systems installed and care taken not to silt, pollute, block or otherwise negatively impact natural streams, rivers, ponds and lakes by construction activities. c) There will be procedures for prevention of and response to accidental spills of fuels, lubricants and other toxic or noxious substances. d) Construction vehicles and machinery will be washed only in designated areas where runoff will not pollute natural surface water bodies. C. Historic building (s) Cultural Heritage a) If construction works takes place to a designated historic structures or are located in a designated historic district, notification shall be made and approval/permits be obtained from local authorities and all construction activities planned and carried out in line with local and national regulation b) It shall be ensured, that provisions are put in place so that artifacts or other possible " chance finds" encountered in excavation or construction are noted and registered, responsible officials contacted and work activities delayed or account for such finds D. Acquisition of land Land Acquisition a) If expropriation of land was not expected but is required, or if loss of access to income of legal or illegal users of land was not expected but may Plan/Framework occur, that the Bank’s Task Team Leader shall be immediately consulted. b) The approved Land Acquisition Plan/Framework (if required by the project) will be implemented E.
