COMPONENT 1 Seafood cluster strategy In particular under component 1, the project largest activity -Nouadhibou Seafood Cluster Strategy is finalized. All 10 deliverables for the Eco-Sea Food Cluster Strategy were completed and a dissemination workshop was organized on July 18, 2017. Another milestone has been the re-launched the Sea- food task force in October 2017. After over a year of inactivity the project re-establish this platform, which is a main dialogue vehicle which allows for consultation among stakeholders on key socio-economic issues pertaining the eco-seafood cluster strategy. Investment climate reforms Regarding Investment Climate reforms, the positive momentum observed since the last ISR cycle has continued. 5 reforms have been enacted for 2017.The country’s Doing Business ranking has jumped an impressive 10 places since the last year. pecifically, the Government effected substantive changes in local regulatory frameworks by combining multiple registration procedures, increasing the transparency of the land registry, initiating a series of measures at the port of Nouakchott — including eliminating the requirement to weigh all import containers, streamline the movement of cargo and consolidate fee payments — and making all judgements in commercial cases available to the general public on courts’ websites. PPP reform Mauritania adopted the law 2017-006 of 01/02/2017 governing Public Private Partnerships (PPP), followed by the approval its executive decree in October 2017. The positive momentum observed since mission in July has continued, including the development of tools needed to conduct PPP operations and progress on the establishment of a PPP unit. The process of creating the PPP unit, including agreeing on its composition is ongoing and should be shortly finalized. COMPONENT 2 Refrigerated warehouse The construction of the refrigerated warehouse at Nouadhibou international airport is in progress and the ToRs for the finalization of the technical requirement and sizing of the refrigerated warehouse were launched on December 2017. The commencement of the recruitment of the construction company is expected to be in May/June 2017. Training to local economic operators After important delays and an unsuccessful procurement of the first bidding for this activity related to building local suppliers’ and vulnerable groups’ capacities to capture greater benefits from productive and inclusive seafood value chains, the project re-launched the bidding process in August 2017. The new bidding process included enhanced and clearer ToRs. This activity is expected to kick off in February 2018.
