Has the Project Development Objective been changed since Board Approval of the Project Objective? All these activities are relevant contributors towards fully meeting the development objective. The one area where progress towards attaining the PDO remains lower-than-hoped is the completion of civil works to improve navigational efficiency at the Lach Giang estuary, the project’s most strategic piece of infrastructure. Despite noticeable, significant technical improvements on the ground over the past 6-8 months, construction progress at this site remains slower than anticipated. The primary reason for this is the highly complex nature of the civil works—involving the under-water construction of large-scale marine infrastructure in one of the world’s most typhoon-prone areas. The project will continue to provide enhanced oversight and support to the Lach Giang contractors to ensure that the works are completed on time and with the expected quality. The next full supervision mission is planned for June 2015. 3/25/2015 Page 2 of 7 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Northern Delta Transport Development Project (P095129) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance  --  --  High Macroeconomic  --  --  Substantial Sector Strategies and Policies  --  --  Moderate Technical Design of Project or Program  --  --  Substantial Institutional Capacity for Implementation and Sustainability  --  --  Substantial Fiduciary  --  --  Substantial Environment and Social  --  --  Moderate Stakeholders  --  --  Moderate Other  --  --  -- Overall  --  --  Substantial Results Project Development Objective Indicators PHINDPDOTBL  Travel time/distance of 4x400-DWT barges from Quang Ninh to Viet Tri during the rainy season (Text, Custom) Baseline Actual (Previous) Actual (Current) End Target Quang Ninh-Viet Tri: Quang Ninh-Viet Tri: 56 Value 40 hrs/320 km 35 hrs/280 km 56 hrs hrs Date 24-Jun-2008 20-Jun-2014 31-Dec-2014 31-Dec-2015 PHINDPDOTBL  Traffic accidents/fatalities related to river crossings at the pilot ferry boat stages (Text, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 7 0 0 20% reduction Date 31-Mar-2013 20-Jun-2014 31-Dec-2014 31-Dec-2015 3/25/2015 Page 3 of 7 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Northern Delta Transport Development Project (P095129) PHINDPDOTBL  Travel time/distance of 4x400 DWT barges from Quang ninh to Viet Tri during the rainy season (hrs and kms) (Text, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 40 hrs/320km -- 47 hrs/280 km 35 hrs/280km Date 24-Jun-2008 20-Jun-2014 31-Dec-2014 31-Dec-2015 Overall Comments The project's Results Framework, including PDO-level indicators, is in the process of being restructured to make it more directly attributable to project-financed activities, and more attainable.
