Built on the success of the first ROSC project, ROSC II provides primary education opportunities to those children who had missed out schooling at the right age or had been forced to drop out, mainly because of poverty. ROSC II is expected to bring 720,000 children back to school in 148 most disadvantaged and remote upazilas, covering roughly about one third of the country. ROSC II will continue to support students in currently operational Learning Centers (LCs) established in 2010 and 2011 to enable students to complete grade 5, and scale up the operation in another 100 new Page 1 of 5 The World Bank Report No: ISR12200 upazilas. The project will also pilot similar initiatives in selected urban slums and for child domestics, and a pre-vocational skills training scheme for older ROSC students. It will continue to empower the rural communities to establish, own and manage their LCs with support from the Government and the local education NGOs. ROSC II aims to enhance quality of education provision through increased attention to teacher development and to improve the quality of service delivery through an elaborate system of monitoring, including the use of information and communication technologies. Public Disclosure Copy Despite delays at the early stage with regard to Government's internal processing of the project approval, mobilization of partner organizations, and training coordinators, project implementation has now picked up the speed. Key achievements include enrollment of 141,337 students in 6695 continuing LCs in 48 ROSC I upazilas, 99,220 students in 3,102 newly established LCs in 85 new project upazilas, recruitment of teachers for all new LCs, recruitment of training coordinators (TCs), enlistment of teaching resource persons (RPs), mobilization of partner organizations, good progress in training of trainers to be followed up soon by training of all LC teachers. The project is still in the process of recruiting the management consultant and a consulting firm of social awareness and community mobilization (SACM) activities.
