However, the Task team will be monitoring the implementation progress closely in light of the nonperforming districts, and this will inform specific action on the project implementation rating if this does not improve by next mission. 12/17/2019 Page 1 of 14 The World Bank Implementation Status & Results Report Zambia Strengthening Climate Resilience (PPCR Phase II) (P127254) The following are some key highlights on project progress under each component and for safeguards and fiduciary compliance:  Institutional Support to National Climate Change Programme: The Climate Change mainstreaming guidelines for climate risk assessment in sector policies, plans and strategies and associated tool has been finalized. Using this tool, situation analysis reports showing results of screening and gaps identified has been done for three policy instruments namely, the Second National Agriculture Policy; Integrated Water Resources and Efficiency Management Plan; and the Ministry of Housing and Infrastructure Development Strategic Plan. It is expected that routine screening of climate risks will be undertaken across all sectors following completion of the guidelines. The Government through the Ministry of National Development Planning is spearheading the adoption of these guidelines with relevant Government agencies through the Policy Analysis Committee at the Cabinet Office.  Policy on Strengthened Management of Canals: The Barotse Royal Establishment (BRE) endorsed the Standards, Norms and Procedures Manual, on 2nd August 2019. This has unblocked the delay that was there for the PIU to facilitate the formation of Canal Water Users Associations (CWUAs). The PIU is now working with WARMA and district officers to facilitate the formation of CWUAs in Kalabo, Limulunga, Mongu, Nalolo and Senanga, community mobilizations begun in September 2019.  Rehabilitation of Traditional Canals (Ngombala, Nebubela and Fisheries Canals): Canal rehabilitation projects is at 100%. An inspection mission of the three canals between 15th – 18th July, by engineers from the Department of Maritime and Inland Waterways and Department of Public Infrastructure, and the PIU, found that all three canals are in good condition.  Additional Financing: Work has been progressing well on the three activities under the additional financing. An Interim Business Development Task Team has been established at Provincial level, comprising of relevant staff from government and other institutions such as Ministry of Commerce and Industry (through the Cooperatives department), Agribusiness, business association (Chamber of Commerce), CEEC to support the PIU with appraisals for Additional Financing projects. Terms of Reference were developed to support these activities. A total of 135 proposals have been received of which 60 were recommended for field appraisal, and 14 have been approved for funding, work on these is expected to commence by November 2019.  Monitoring and Evaluation capacity needs to be enhanced at all levels to improve performance in most districts. First, to ensure the project time frame is taken into account when the teams support the preparation and implementation of sub-project. Second to improve the slow uptake of resources for community sub-projects. Third, to improve non-performance in implementation and preparation of new sub- projects in some district. The mission has recommended that if non-performance continue, funding for operational support to these districts will be suspended until performance is improved. In addition, the mission gave directive that funding should be discontinued in cases of poorly designed and implemented district level sub-projects e.g the Lwampa Cassava Milling District project. Furthermore, the team has requested the NPCU to prepare a performance monitoring table for the districts, which will be used to monitor performance against investments.  Project performance in relation to social safeguards is considered satisfactory as ongoing project activities pose limited environmental and social risks. The project has continued implementation of the Grievance Redress Mechanism (GRM). Following the successful resolution of a grievance from Kazungula district, no new cases have been recorded in the period under review.
