Indeed, most of the activities planned under Component 1 related to the adaptation of the audit guide developed in the framework of the previous regional project to support the Supreme Audit Institutions (SAIs), the course design and associated trainings have been completed within the required timeframe. The implementation of the practical audit approach in the 4 pilot countries (Gabon, Niger, DRC and Guinea) was undertaken and the audit reports are available. Component 1: Audit of the extractives industry revenues in selected SAIs To ensure a smooth implementation of the projects activities and firm involvement of targeted SAIs, all the SAIs members of the Conseil Régional de Formation des Institutions Supérieures de Contrôle des Finances Publiques de l’Afrique Francophone Subsaharienne, CREFIAF, have been sensitized on the project activities through a circular letter from the President of the Regional Committee on Institutional Strengthening (CRRI). The CREFIAF’s capacity to coach/mentor its members was built in the field of the financial audit thanks to the support from the WB closed project which developed and tested in 5 countries audit guidelines and methodology in line with the International Standards for Supreme Audit Institutions (ISSAI). During the implementation of that previous project, about 20 staff from the CREFIAF and the pilot SAIs were trained and accredited as “CREFIAF experts”. The CREFIAF experts conducted the audit missions in the targeted countries and are currently involved in capacity building activities. This is done in coordination with the ongoing Canadian financed operation. All the activities of this component have been fully implemented including the audit missions that were undertaken in all 4 targeted countries. From a technical point the audit reports are final and their findings will be disclosed during the dissemination workshop to be held by end of June. The activities under component 1 include (i) the adaptation of the audit guide developed under the previous SAI Regional Support Project, (ii) the design of training manuals and the testing of these manuals in the course of time of different awareness workshops. The execution of these activities made it possible for component 2 activities to start as they were subordinated to them. Component 2: Dissemination in other SAIs The finalization of the activities of component 1 made it possible to launch the activities of development of the e-learning platform and to publish the courses after their formatting. Its use is in test phase and should be accessible to all SAI members of CREFIAF in the coming days. The Extractive Industry Sector Awareness Workshop was held in December 2017 and was attended by 16 auditors. In addition, three workshops were conducted for the benefit of 3 additional SAIs (Chad, CAR and Senegal). In replacement of the SAI of Congo initially planned with the 3 other SAIs, the Cote d'Ivoire SAI will also benefit from the training from 20 to 24 May 2019. Component 3 : Project coordination The coordination team is in place and is composed of staff from the Supreme State Audit Council. They are familiar with world Bank procedures as they successfully coordinated and implemented the previous regional project to support Supreme Audit Institutions under World Bank-administered funding. In addition, the project team has benefitted so far from a close support from the Bank team that includes capacity building and hands on support. The manual of procedures is being revised to take into account some specificities of CREFIAF institutional framework. The accounting software co-financed with CREFIAF is in use and will be extended to CREFIAF for its own management. The next agreed step is the final audit of the project that will be conducted during the month of August 2019. The eight audit reports have been elaborated following the missions undertaken in the four targeted countries.
