Overall, the project implementation performance continued with a slight increase (+5%) in the total disbursement rate from the loan amount, and respectively with additional 1.5% from GEF grant amount. The cumulative disbursement rate as of March 31, 2013 reached 39% from the loan amount, and 50% from the GEF grant amount. Nine investments for sewerage and wastewater treatment plants in nine Nutrient Vulnerable Zone (NVZ) communes were contracted and are presently under implementation, and the public awareness campaign - critical for helping Romania achieve the EU's Nitrate Directive's objectives - continued successfully. During this reporting period, other significant on-the- ground implementation consisted of 14 communal manure platforms that were completed in 9 of the 11 communes assigned as Training Demonstration Sites (TDS), together with additional 18 communal manure platforms that were completed in 18 communes declared as NVZ. However, most of the activities in the Action Plan agreed during the last mission (October 2012) were only partially achieved or delayed due to the lack of budgetary resources for the last two months of the year 2012. This is primarily justified by the importance of this project that represents the only source for the investment carried out by Romania with regards to the fulfillment of its obligations related to the implementation of the EU Nitrates Directive. The request is based on a revised and realistic implementation plan for this year, and for the next two years, with clear deadlines for contracting and completion of each investment and activity. For ensuring successful project completion within the new timeframe, a new project restructuring would be required. This should include both extension of the project's closing date, and adjustments to the actual project design to address the needs for direct support to MECC and other Romanian responsible authorities in the identification and preparation of EU Nitrate Directive – related proposals for 2014-2020 EU funding and therefore ensure future sustainability of the project.
