Consequently, project implementation performance rating was upgraded from Moderately Satisfactory to Satisfactory, to reflect efforts made by the Project. On the other hand, progress toward achieving PDO maintained its Moderately Satisfactory rating to underscore the need for the Project to continue making efforts to strengthen its M&E systems, particularly in relation to stronger monitoring of outcomes and their linkages with PDO indicators. As of end of February 2013, cumulative disbursements stood at 54.2%. The Project has continued to achieve significant results in capacity building for producers and public and private sectors stakeholders. Several demonstration plots of improved technologies (for maize, millet, sorghum, rice and cowpea) have been set up, allowing the Page 1 of 6 The World Bank Report No: ISR9664 organization of learning event for farmers to help them scale up adoption of these technologies. Demonstration of improved habitats for local poultry and swine productions have also been carried out; animal health was improved through vaccination of approximately 10 million local chicken; support to milk production was provided through artificial insemination, with some earlier impact on increased volume of collected milk from the milk collecting centers. In addition, several activities were completed around the 7 protected areas supported by the Project, so as to allow better management of natural resources within those protected areas. The project has also successfully started post-harvest management activities, Public Disclosure Copy including (i) reducing loss and improved quality of stored cowpea using improved bags; (ii) launching the warehouse receipt scheme for cereals; and (iii) disseminating technologies and providing trainings to improve the processing of non-timber forest products gathered from and around the protected areas. Disclosure Copy (i) Elaborate a technology dissemination plan articulating clear targets, so as to scale up adoption of productivity-enhancing technologies for greater resilience and food security among the most vulnerable households; (ii) Reinforce the capacity of producers involved in the development of warehouse receipt systems (warrantage); (iii) Conduct a technical audit of the implementation of the small works systems, so as to draw lessons for future improvement of the process; (iv) Prepare the background documentation of the Project midterm review, scheduled for July 2013, including making proposals for possible restructuring and fund reallocation.
