Amendment to the Grant Agreement
Excellency:
We refer to the Grant Agreement for the above mentioned Project entered into between of
the Economic Community of Central African States ("Recipient") and the International Bank for
Reconstruction and Development and the International Development Association ("World
Bank"), as administrator of grant funds provided by European Union, represented by the
Commission of European Communities (the "Commission" or the "Donor") for the ACP-EU
National Disaster Risk Reduction Program Trust Fund under the Global Facility for Disaster
Reduction and Recovery Track II (TF071630) - European Trust Fund Number 2011/264/ 826 (the
"Trust Fund"). We also refer to the letter from the Recipient, dated September 2, 2019, requesting
the World Bank for specific amendments to the Agreement. The capitalized terms used in this
letter ("Amendment Letter") and not defined herein have the meanings ascribed to them in the
Agreement.
We are pleased to inform you that the World Bank accedes to your request and proposes
to amend the Agreement as follows:
I.     The first paragraph of the Agreement is hereby amended to read as follows:
"In response to the request for financial assistance made on behalf of the Economic
Community of Central African States ("Recipient"), I am pleased to inform you that the
International Bank for Reconstruction and Development and the International
Development Association ("World Bank"), acting as administrator of grant funds provided
by European Union, represented by the Commission of European Communities (the
"Commission" or the "Donor") for the ACP-EU National Disaster Risk Reduction Program
Trust Fund under the Global Facility for Disaster Reduction and Recovery Track II
(TFO71630) - European Trust Fund Number 2011/264/ 826 (the "Trust Fund"), proposes to
extend to the Recipient for the benefit of the ECCAS countries ("Member Countries"), a
grant in an amount not to exceed two million five hundred thousand United States Dollars
(USD 2,500,000) ("Grant") on the terms and conditions set forth or referred to in this letter

agreement ("Agreement"), which includes the attached Annex, to assist in the financing of
the project described in the Annex ("Project")."
2.     Part D of Section 2.01 of the Annex to the Agreement is hereby amended to read as
follows:
"Part D: Implementation support for the ECCAS Secretariat:
(i) Key Staffing of the PHU, under Terms of Reference satisfactory to the Bank;
(ii) Carrying out a program of capacity building for PIU staff; and
(iii) Provision of Operating Costs for the PIU."
3.     The Table in Section 3.01 of the Annex to the Agreement is hereby amended to read as
follows:

4.     Section 3.03 of the Annex to the Agreement is hereby amended to read as follows:

Conditions is May 31, 2020."

All the terms and conditions of the Agreements that have not been amended hereby shall
remain unchanged and in full force and effect. Please confirm your agreement with the foregoing
amendment, on behalf of the Recipient, by signing, dating and returning to the World Bank the
enclosed copy of this Amendment Letter. This Amendment Letter shall become effective as of
the date of its countersignature upon receipt by the World Bank of a countersigned copy of this
letter.
