SLPII will scale-up nationwide the effective mechanisms and processes piloted under the first phase in the local communities and governments. A wide range of environmentally sustainable, socially inclusive and economically viable project activities would help to preserve the ecological conditions and improve rural people's livelihood in a sustainable manner. Implementation across all components is progressing well. For example 69% of herders involved in the project report taking actions to mitigate Page 1 of 9 The World Bank Report No: ISR6316 pastoral risk such as pasture land management and risk response plans. This compares well to the appraisal baseline of 15% and the end of project target of 85%. Some 66% of herders and local officers perceive improvements in pasture land conditions attributable to the project compared to 25% in 2008. About 77% of citizens expressed satisfaction with the outcomes of the Community Initiatives Fund, compared to the end of project target of 80%. In June 2011, the Bank Board approved an additional financing of USD 11 million (equivalent) to help finance the costs associated with scaling up the project activities to increase the impact of the project and the project closing date was extended by one year. The Public Disclosure Copy project has contributed to the emergence of a new policy framework for decentralization and increased levels of community participation in budget allocation and implementation, with Parliament passing the Integrated Budget Law in December 2011. The Bank and Government are now planning the preparation for the third phase of the program which would support this new policy framework.
