Has the Project Development Objective been changed since Board Approval of the Project Objective? No Components Table Name Component A: Support to Agricultural Production, Processing and Marketing:(Cost $64.20 M) Component B: Support to Seed Production and Distribution System, Relevant Public Services and Technology Transfer:(Cost $7.20 M) Component C: Project Coordination and Management:(Cost $16.20 M) Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Moderately Satisfactory Moderately Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Overall Risk Rating High High Implementation Status and Key Decisions The project is still rated Moderately satisfactory MS for progress towards project development objectives and overall implementation progress. The disbursement ratio for IDA credit is 76.4%, an increase of more than 8 points since the last review. Overall progress. The mission found interesting progress on the ‘Infrastructure’ component, the road works have progressed satisfactorily since the last mission, although delays are observed for the works on the paved road Evodoula-Mbebe-Ndom. The mission noted a favorable evolution of the ‘Seeds’ component. PIDMA's interventions made it possible to respond to the specific needs of quality seeds of the project cooperatives, while contributing with other public and private partners to the sustainable strengthening of the national seed sector in the sectors targeted by PIDMA. 12/27/2019 Page 1 of 10 The World Bank Implementation Status & Results Report The Agriculture Investment and Market Development Project (P143417) Main achievements  Recovery and gradual consolidation of the seed multiplication chain (maize, sorghum and cassava) to meet the planned demand for agribusiness (AB) as from 2019 and the following years  Financing of 77 business plans prepared by cooperatives (matching grant)  Improving access to rural financing (5.774 M USD of credit granted by IFPs to participating cooperatives)  Ongoing rehabilitation of more than 190 kms of rural roads Challenges for the remaining period of the project. In component A ‘Support to agricultural production, transformation and marketing’, the mission saw very little changes since the last missions in January and May 2019. Even if the results achieved are close to the expected objectives in terms of functional partnerships and subprojects implemented, the mission found that business relationships between cooperative members, cooperatives and buyers are developing slowly and do not yet seem 'strong'. Strategic recommendations were prepared jointly during the mission to: (i) strengthen / improve the support mechanisms for cooperatives; (ii) operate the processing / drying units; (iii) on the basis of a detailed analysis of specific situations, intensify efforts to reconstitute the working capital of cooperatives, while taking the necessary measures to limit the risk of over-indebtedness; (iv) prepare a specific action plan for North West and South West cooperatives; (v) for the seed component, organize regional fora to link seed cooperatives with their customers and to prepare projections of the supply and demand of improved seed for maize, sorghum and cassava; and (vi) for the Rural Roads component, take all necessary measures to accelerate the implementation of the Evodoula-Mbebe-Ndom paved road works and to overcome the delays. Detailed Information about Trust funded activities (‘Japan Policy and Human Developmen t’ PHRD Technical assistance) 'Nutritional' activities financed by the Japanese grant are still promising: the disbursement rate has increased significantly since our last mission in June 2019 (from 48% to 70%) and, thanks to the extension of the closing date of the grant (July 2021), the Government will have enough time to mobilize the funds in their entirety. The project will use this extension period to focus on the capitalization and valorization of the achievements of the Nutrition component and to advocate for a better integration of the 'nutrition' dimension in the National Agricultural Investment Program (NAIP) currently in preparation. The values of the indicators reached as of October 30, 2019 exceed those targeted by the Project  35,000 people have access to clean drinking water;  4.252 households produce at least two new types of food (fruits, vegetables, animal products, etc.)  1.500 households use improved techniques of food processing and cooking preparation (Initial target: 900)  5.803 women benefit directly from nutrition subprojects (119 sub-projects, including 35 water points) particularly through equipment to reduce the arduousness of women's work Risks Systematic Operations Risk-rating Tool Risk Category
