However, with the bidding process of the large international connectivity contract well-advanced, it is expected that the commitment rate and disbursement rates will increase drastically by October 2013 to reach 86%, and 50%, respectively. The connectivity transaction alone represents more than 50% of the total project Public Disclosure Copy cost. The project is progressing steadily with some components' activities already completed or pending adoption/approval, including the development of the Public Sector ICT policy (to be adopted), the National ICT policy (completed), draft revised Communications Bill (submitted to MOIT), e-Legislation (accepted by OPC). The last mile connectivity initiative allowed the provision of Internet connectivity and equipment to 45 (out of 100) educational establishments under Phases I & II. Phase III is currently under process and is expected to cover about 100 institutions and the International connectivity tender is expected to be completed in October 2013. Mozambique: As of October 7, 2013, the disbursement was at $15.76 m (representing 49% of the total credit). Disbursements went up by around 20% in 10-months up to June 2013, a large improvement from the previous period. However, overall progress remains slow, with lengthy delays in certain activities – the 14-19 April 2013 mission was the opportunity to trouble shoot and jointly discuss possible improvements to project implementation. The principal recommendations of the mission were (i) recruit replacements for the current vacant positions and strengthen project management and administration, this includes dealing with the administrative constraints, (ii) finalize documentation to enable disbursements for national capacity purchase (worth ~$4m, ie ~13% of project funds), (iii) focus on MoRENet project to find a sustainable business model, improve operations, and purchase the needed telecom capacity, (iv) pursue improvement of CMC component through collaboration with a consultant that recently came on board - as this component is advancing at a very slow pace, (v) simplify project activities as much as possible and consider dropping components that are not moving - since the time left in the project is now approaching 18 months. A follow-up mission is expected in late October 2013. Tanzania: Project implementation progress improved thanks to actions taken during and after MTR in mid- 2012 but it remains slow. The disbursement rate improved to 15% but it remains low. Both the commitment and disbursement rate is expected to improve in the next 6 months as several large contracts are in advanced stages of procurement. The evaluation reports for the two large packages for the implementation of the Government Network have been completed and the contracts are expected to be signed in November 2013. The deadline for the submission of bids for the second phase of universal access program has been extended till November due to the new SIM card tax issue (the contracts for the first phase were signed in March 2013 and the first sites are expected to come on line in October or November). The international capacity purchase has been completed and implemented and it started to benefit the end users. In addition, the project has contributed to the successful implementation of the National ICT Broadband Backbone financed by the Government of China (about US$200 million) by financing part of the supervision cost on the Government’s side. The successful implementation of the backbone had major positive effects as all operators have open access to it and the prices have dropped by over 90%. The progress of the e-Government component has also improved with most of the feasibility/design studies in progress. The last Implementation Support mission was conducted in late September and early October of 2013. After months of delays (due to tender preparation and procurement delays), the Bank issued its Non-Objection on the pre-qualification report with six pre-qualified bidders. The tender was launched and the bank evaluated and provided its no objection to the selected bidder in August 2013. The contract discussions have been concluded and signing is expected in October 2013. The process of restructuring the project is currently underway to extend the closing date by 16 months to enable the full completion of the international connectivity contract and enable full compliance with the PDO. Management must rapidly consider the restructuring to allow signing of the contract. On the legislation side, importance should be given to speed up and ensure the adoption of the Communications Bill and the e-legislation within the current sitting of the Parliament as both are fundamental to the on-going sector reform and development. Mozambique: The project will concentrate on re-hiring for vacant positions, and on advancing the CMC and MoRENet business models and implementation. Tanzania: The Government Network contracts are expected to be signed in November 2013. Awaiting final design and cost information on e-Government sub-components depending on the completion of feasibility studies and tenders.
