Progress by component is summarized below: 1. Community development component. A total of 86 community infrastructures have been completed (including 31 financed by an SPF grant), primarily schools and electrical connections. An additional 20 schools are under construction as well as 9 health centers and 2 markets. Communities supported by the project have received capacity building in conflict management and, in some cases, conflict specialists working for the project have actually helped mediate and resolve long-standing local conflicts (see aide memoire). With the exclusion of infrastructures byuilt with emergency procedures after the fall of the M23 milia, all subprojects have been screened using the safeguard framework. The 10% community contribution requested is proving to be an obstacle for the poorest communities, which in some cases has been surmounted with thelp from provincial autorities. It has been agreed that the PIU should propose amendments to the Operating Manual to spell out criteria for lowering the community contribution (e.g., in case of natural disasters). 2. Livelihoods and employment creation. With regard to subcomponent 2.2 on labor-intensive public works as a means to create temporary employment, needed technical studies are being carried out for the 32 subprojects identified for urban areas in collaboration with municipal authorities and they are expected to be concluded by end-May in North Kivu and Ituri, and mid-June in South Kivu. In the meantime, local NGOs have been pre-selected for implementation. It is expected that implementation will start by the end of June, which represents a month delay over the calendar previously agreed. Concerning activities in the strategic corridors, it has been agreed that UNOPS will be in charge of half of the feeder roads rehabilitation in support of value chain development while the remainder of the feeder road rehabilitation will apportioned in smaller lots to local contractors (already pre-qualified). MOUs to ensure collaboration with relevant government stakeholders (e.g., INERA, SENASEM, DVDA) in support of the identified value chains have been signed and the selection of implementation partners (NGOs) is in process. In light of the agricultural calendar, it is crucial that all activities for this component move quickly, or a whole planting season will be lost. 3. As for Component 3, on M&E and capacity building, a new monitoring system based on tablets has been deployed for Component 1, and the equivalent for Component 2 has been developed. At the same time, results for the baseline survey for an impact evaluation are now available in draft form ("Big City Life in Eastern DRC" by DIME). Capacity building on labor-intensive techniques has been provided to construction companies, thus making it possible to have a list of pre-qualified contractors for Component 2. Capacity building on conflict management has intensified and 14 communities have adopted conflict resolution plans.
