Refer to the attached Aide Memoire for full details. The Project's detailed irrigation designing of the Group 1 sites (Lusitu, Musakashi, and Mwomboshi) are now back on track even though lost ground in term sof time delays have not yet been caught up. Page 1 of 9 The World Bank Report No: ISR10926 The three consulting service firms (Transaction Service provision by firms CEPA-AAI-Chibesakunda), Community participation/ mobilization and Capacity building by SOFRECO firm, and Full feasibility and design by Z&A - Antonaropoulus & Associ, Karavokyris & partners and Metameta Research forms) have all started field work in Group 1 sites and the detailed inception reports have been submitted to the Ministry of Agriculture and Livestock (MAL) project team, Technical Committee, and the Bank for review. The pre-feasibility studies of Public Disclosure Copy Group 2 sites (4 sites as proposed) have also been initiated by the engineering team. Detailed work on site-specific environmental plans and resettlement plans are now being finalized for Group 1 sites. Monthly meetings with the full project team (National coordination and several consultant firms with international and national membership) were initiated for better coordination and has resulted in timely fulfillment of intermediary milestones, despite some of the fiduciary bottlenecks the project faced in 2013. Milestones achieved are: (a) reaching an agreement on defining the size and localization of the three proposed tiers in each Group 1 site (for small holders- Tier 1 (T1), emergent farmers - T2, and Commercial T3); (b) a detailed land inventory has been completed with a view of viable farm size for both irrigated and rainfed land; (c) general irrigation design elements have been agreed -- for T1, low pressure delivery systems including surface irrigation options; for T2, sprinkler systems and center pivots on a shared basis, and center pivots of varying capacity and coverage for T3; and in Mwomboshi, development of existing commercial farmers (Tier 4) to access water; for T4, project has also initiated discussion with other financial providers to invest in such development actions. Development plans for each site are also in initial drafts and are under discussion among various stakeholders anc NC teams; (d) Transaction structuring based on: (i) risk allocation by different stakeholders and rules of engagement; (ii) between party financial flows and financial modeling by site; and (iii) financial structuring for private sector participation; (e) solid progress made in the engagement of communities in each site and discussing training needs/ gaps and background to compensation; (f) progress in the procurement of Investment Fund Administrator - short list was finalized and Bank no objection obtained and the request for proposals have been drafted and processed; and (g) the Terms of reference for the Irrigation Policy and Strategy update drafted and are being finalized. Given the appointment of a new Permanent Secretary of Agriculture and Livestock some changes to the Steering committee membership and chair was expected, although functioning and frequency of sitting of the Steering Committee was not expected to be affected. Project Steering Committee meeting of March 11, 2013 was postponed due to the inability to form a quorum of ten members but the next meeting is proposed for June 26th. It is however expected to proceed similar to other agriuclture projects in our portfolio where SC meetings were successfully held in may/June. The oversight from a technical point of view from the Project Technical Committee on the other hand is fully satisfactory with physical and virtual interactions between committee members and the NC team. Ministry of Agriculture and Livestock (MAL, the line Ministry) has hired the NC office's essential technical staff and support staff, most of whom are already trained in Bank systems (financial management, project management, contract management and procurement), while other NC members are due for training (procurement, FM, audit etc). Logistical requirements of the project staff in terms of vehicles for HQ and motor bikes for field staff have been met while the physical project office set up within the MAL decentralized structure is somewhat de layed. On-site interactions with the communities are on-going with the assistance of District Agricultural Extension office support staff (block officers and camp officers); several on-site consultations events have been held during the period of review to obtain further buy-in and organization of project beneficiaries at each site. The new IFMIS (Integrated Financial Management Information System) hardware has been rolled out to the project and is being used for transaction processing but the approvals are made outside the system until all approving officers are fully trained and work flows are fully functional. Project has been tracking the efficacy of the use of country systems for fund transfers. Discussions are now being held at the Accountant General and Ministry of Finance level to address portfolio level FM issues that are also effecting this project in consultation with Bank FM staff. The designated account A of the project (preparation account) is now closed and all PPA funds are accounted for. Project governance framework is now being implemented using the innovative OnTrack system set up in collaboration with WBI and PREM. System training was conducted in Public Disclosure Copy Lusaka for all relevant project offices and the roll-out plan has been finalized. The project's National coordination unit is fully staffed and essential consultancy service teams are in place and inception reports from the full feasibility and design team and transaction advisory services as well as the Community mobilization team were submitted by June 2013. Therefore the team is working at full force to conclude on engineering decisions in each site. Processing steps for the revision and update of the irrigation policy and strategy despite Public Disclosure Copy some delays are now back on track.
