All civil works and supervision services are ongoing although with some delays. The quality of the works is satisfactory. 2. There has been good progress in the resettlement plans implementation. Almost all affected people in sections 1 and 3 have received their compensation payments. Payments have started for section 4 and all documentation is ready. For section 5, revalidation is ongoing. 3. The contract for the feasibility studies and engineering designs for the branch roads needed to be cancelled and the services will be re- contracted. 4. The Government of Timor-Leste requested an Additional Financing to rehabilitate section 2 of the Dili-Ainaro road. 6/18/2016 Page 2 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Timor Leste Road Climate Resilience Project (P125032) 6/18/2016 Page 3 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Timor Leste Road Climate Resilience Project (P125032) 6/18/2016 Page 4 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Timor Leste Road Climate Resilience Project (P125032) 6/18/2016 Page 5 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Timor Leste Road Climate Resilience Project (P125032) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance  --  Substantial  Substantial Macroeconomic  --  Moderate  Moderate Sector Strategies and Policies  --  Substantial  Substantial Technical Design of Project or Program  --  Moderate  Moderate Institutional Capacity for Implementation and Sustainability  --  Substantial  Substantial Fiduciary  --  Substantial  Substantial Environment and Social  --  Substantial  Moderate Stakeholders  --  Moderate  Moderate Other  --  --  -- Overall  --  Substantial  Substantial Results Project Development Objective Indicators 6/18/2016 Page 6 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Timor Leste Road Climate Resilience Project (P125032) PHINDPDOTBL  Improvement in climate resilience of the Dili-Ainaro corridor (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 20.00 30.00 26.83 90.00 Date 31-May-2011 15-Nov-2015 08-Apr-2016 31-Dec-2018 Comments The Improvement in Climate Resilience of the Dili-Ainaro Corridor is measured by the percentage of drainage in good condition. The actual (current) value of the indicator is calculated by weighing the progress in underdrains, lined ditches, pipe culverts, and box culverts in monetary terms against the contractual quantities. The drainage completion is as follows: Section 1: 97.89% Section 2: 0% Section 3: 34.75% Section 4: 1.5% Section 5: 0% PHINDPDOTBL  Increase in traffic on Dili-Ainaro corridor (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 15.00 15.00 30.00 Date 31-Dec-2009 07-Aug-2015 08-Apr-2016 31-Dec-2018 Comments The baseline traffic survey (AADT), carried out in 2009, provided the following results: Dili-Aileu, 590 (316 motorcycles); Alieu-Maubisse, 540 (303 motorcycles); Maubisse-Aituto, 501 (313 motorcycles); Aituto-Ainaro, 317 (164 motorcycles). The figure provided for the actual value of the indicator is an estimate. The PMU carried out surveys, but the methodology is not compatible with the baseline traffic information. These surveys concluded the following: TS-03 Dili station – 3,045 vehicles/day; TS-04 Maubisse station – 742 vehicles/day; TS-05 Solerema station – 494 vehicles/day. PHINDPDOTBL  Reduction in the number of incidents requiring emergency repairs on the Dili-Ainaro corridor (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 467.00 30.00 Date 31-May-2011 07-Aug-2015 08-Apr-2016 31-Dec-2018 Comments The baseline number of the incidents requiring emergency repairs was 9 major incidents in the initial year (2011). The actual indicator value should read -467 as it is an increase compared to the PAD baseline of 9. The actual number of 6/18/2016 Page 7 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Timor Leste Road Climate Resilience Project (P125032) incidents requiring emergency repairs is 42 (recorded in 2015). This includes all incidents and not only major one. The number of incidents is also high due, among other reasons, to the fact that the road is currently under construction, so it is still unstable. In the course of the upcoming AF, the definition of emergency repairs will be specified and the respective target for this indicator may have to be changed accordingly. PHINDPDOTBL  Roads in good and fair condition as a share of total classified roads (Percentage, Core) Baseline Actual (Previous) Actual (Current) End Target Value 10.00 8.00 17.00 90.00 Date 31-May-2011 07-Aug-2015 08-Apr-2016 31-Dec-2018 Comments Measures the percentage of the Dili-Ainaro corridor that is in good and fair condition only. The figure provided considers the percentage of the Dili-Ainaro road where at least the sub-base course has been completed. The team is currently deciding on the way to assess the status of the total classified national roads in Timor-Leste. Depending on the results, it may be necessary to make adjustments to the indicator target in the upcoming AF. Overall Comments Intermediate Results Indicators PHINDIRITBL  Improvement in road condition in the Dili-Ainaro corridor measured by reduced road roughness (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 9.00 11.00 10.00 3.50 Date 01-Apr-2011 07-Aug-2015 08-Apr-2016 31-Dec-2018 Comments Average roughness along the corridor as measured in International Roughness Index (IRI) m/km. The figure provided is an estimate and is now certainly slightly lower because the paving of the first 10 km is almost completed and has an IRI of 3 and there are other sections where the sub-base course has been completed and the roughness has improved. The IRI will be surveyed once the civil works are completed. 6/18/2016 Page 8 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Timor Leste Road Climate Resilience Project (P125032) PHINDIRITBL  Number of locations with improved slope protection on the Dili-Ainaro corridor (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 156.00 206.00 25.00 Date 01-Apr-2011 07-Aug-2015 08-Apr-2016 31-Dec-2018 Comments For the purpose of this ISR, the “locations with improved slope protection” refer to the locations where continuous 20 meter long or larger retaining walls have been completed. The definition of improved slope protection and the respective indicator target will be revisited in the upcoming AF.
