Project disbursements currently stand at US$5.75 million out of the total loan amount of US$300 million, representing the initial advance to the project. In terms of results, some progress is noted this reporting period, specifically, the PDO level indicator “Households benefitting from improved access to basic services” has reached 16,837 households out of a targeted 1.5 million households by project end. Additionally, the share of women represented by CDGs has met its target of 30%; 29 targeted communities out of 632 have been trainted in participatory decision making; 65 out of 1700 subprojects have been approved; and 7 out of the 65 approved subprojects are being implemented. The draft SFD law by which the SFD autonomous institution will be established, was approved by the 1/17/2020 Page 1 of 5 The World Bank Implementation Status & Results Report Iraq Social Fund for Development (P163108) Council of Ministers in November 2017 and is currently under discussion at the Council of Representatives (CoR). The Bank team has supported dialogue and sensitization of policy and law makers on the draft law. A workshop was held in Istanbul from November 24-26, 2019, to support the passing of the law - which seeks to establish an independent, autonomous SFD; and to launch the discussion around the main institutional development building blocks of the SFD. The workshop provided an opportunity to present relevant international experiences and practices in the establishment of autonomous social funds, and to discuss the main institutional building blocks of Iraq’s SFD institution. Moving forward, it will be critical for the project to ensure full compliance with World Bank safeguards policies and procedures in order to complete the launch of subprojects under Component 1. To date, the procurement process for the 65 identified subprojects in the three governorates of Salaheddin, Muthanna and Duhok was completed and all contracts were signed. However, only seven subprojects in Salaheddin have started implementation and significant delays are noted in launching the remaining identified subprojects due to slow safeguards requirement compliance. Furthermore, given the persistent delays in launching Component 2 (Supporting Microfinance Systems Strengthening), this Component is downgraded to Moderately Unsatisfactory during this reporting period.
