AFAAS’ proactive participation in CAADP platforms has increased its visibility, as well as increased greater awareness about AEAS’ importance for agricultural growth. Its success in the establishment of 20 CF in a short span of time, some of which are engaged in influencing AEAS reforms, mobilizing resources and facilitating knowledge sharing among their members, is significant. The Bank team directly corroborated the relevance of these CF for Malawi, Kenya and Uganda. Establishment of linkages and partnerships with over 35 organizations will enhance AFAAS’ capacity to provide services to its stakeholders and improve its effectiveness. Development of a Knowledge Management Strategy coupled with an operational guideline is an important first step for effective knowledge sharing. What remains is to devise an implementation plan that can be translated into concrete action by CF, in concert with the AFAAS Secretariat. Furthermore, AFAAS has consolidated its governance and management structures, policies and procedures. The governance organs meet and provide guidance to the Secretariat in accordance with the governance manual. The Mid-Term Review (MTR) mission (May, 2016), determined that restructuring was in order - specifically, a reallocation of funds between expenditure categories, as well as adjustments to the development objective, its indicators and intermediate indicators. Since the MTR, independent in-depth financial management (FM) and procurement reviews were undertaken at AFAAS. The final FM report was available in November and the final draft procurement report was available in December. Both reports highlighted the need for further restructuring which is now expected to be completed by January 2017. 12/30/2016 Page 2 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report AFCC2/RI-African Forum for Agricultural Advisory Services Second Multi-Donor Trust Fund (P143367) 12/30/2016 Page 3 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report AFCC2/RI-African Forum for Agricultural Advisory Services Second Multi-Donor Trust Fund (P143367) 12/30/2016 Page 4 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report AFCC2/RI-African Forum for Agricultural Advisory Services Second Multi-Donor Trust Fund (P143367) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance  --  Low  Low Macroeconomic  --  Low  Low Sector Strategies and Policies  --  Low  Low Technical Design of Project or Program  --  Moderate  Moderate Institutional Capacity for Implementation and Sustainability  --  Moderate  Moderate Fiduciary  --  Substantial  Substantial Environment and Social  --  Low  Low Stakeholders  --  Low  Low Other  --  --  -- Overall  --  Low  Low Results Project Development Objective Indicators PHINDPDOTBL  1.
