The developmental objective of this WAPP APL 1 (CTB Phase 2) Project of the Coastal Transmission Backbone Sub-Program (WAPP APL 1) is to assure more stable and reliable exchange of electricity between the national power systems of the WAPP Zone A Coastal States. Outcomes The expected outcomes include: 1. Increasing cross-border electricity trade between WAPP "Zone A" Coastal States; 2. Reductions in power transfer losses in the principal transmission networks of the WAPP "Zone A" coastal states; 3. More cost efficient coverage of peak power demand through economy power exchanges between WAPP "Zone A" coastal states. The Accra 3rd Bulk supply substation is seriously delayed because of the bankruptcy of the contractor. This component is now to be funded directly by Gridco rather than IDA. The Benin components are also progressing rather slowly. Physical Progress of Construction: Benin Components Transmission Infrastructure Development: Financing has been finally secured from KfW for the Togo portion of the 330 kV transmission line and the AfDB disbursement conditions are now fulfilled. The bidding documents for the construction and the request for proposal for the supervision are almost completed. Bids will be launched in the second quarter of 2011 (CY). IDA is only financing the supervision of the transmission line. Upgrade of System Control Centers/SCADA, The first stage of the SCADA/EMS bidding process is completed and the second stage is ongoing. Contract is expected to be awarded in June 2011. Ghana Components: Transmission Infrastructure Development: The expansion of Asiepke substation is expected to be completed by December 2011. All the transformers for Accra 3BSP substations Public Disclosure Copy have been supplied and stored at Mallam substation, since the Accra East substation is not ready to receive transformers. The upgrade of Kpong generation switchyard is on track and completion is expected in third quarter 2011 (CY). The rehabilitation of cranes and penstocks at Akosombo are in progress and almost completed. The objectives were (i) transfer of project implementation responsibility of relevant project components from Volta River Authority (VRA) to Ghana Grid Company (GRIDCo); (ii) extension of the closing date of the Credit by two and a half year; (iii) change of disbursements category to include expenses related to works for Benin and (iv) review of the results framework.
