India – Country Partnership Strategy for FY18-22 Chair Summary* September 20, 2018 Executive Directors discussed the World Bank Group (WBG) Country Partnership Framework (CPF) for India for FY18-22 (R2018-0190[IFC/R2018-0250, MIGA/R2018-0110]), welcoming the CPF’s strategic approach to an evolving Bank-India partnership. Directors supported the proposed focus areas of promoting resource efficient growth, enhancing competitiveness and enabling job creation, and investing in human capital as well as the cross-cutting themes of addressing climate change, gender gaps, and use of technology, including disruptive technology. Directors underscored the critical role that India plays in the pursuit of global goals owing to the worldwide impact of the country’s development trajectory and its increasing prominence as a global voice and source of experience sharing. Directors recognized India’s strong record of economic growth and poverty reduction and the country’s ambitious goals to ensure inclusive growth, while noting the development challenges that the country is still facing. Directors emphasized the importance of systematically leveraging the private sector, supporting human capital investments, harnessing the incentives of India’s cooperative federalism, strengthening public sector institutions, and supporting knowledge exchange. They appreciated the increased emphasis on working with Indian states and encouraged a focus on poorer states and state capacity building. Directors called for continuous efforts on portfolio management and operations that are beneficial to regional integration, south-south cooperation, and gender related progress. They underscored the need for a robust results framework to showcase development impact and to capture and share lessons. Directors emphasized the importance of focusing on outcomes.
