Has the Project Development Objective been changed since Board Approval of the Project Objective? No Components Table Name Component 1: Strengthening the Niger Basin Authority for Sustainably Delivering its Mandate:(Cost $2.40 M) Component 2: Facilitating evidence-based decision-making for large transboundary infrastructure in the Niger Basin:(Cost $1.80 M) Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Moderately Satisfactory Moderately Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Satisfactory Overall Risk Rating Substantial Moderate Implementation Status and Key Decisions This ISR is the last one since the project closes on December 31, 2019. The NBA has so far achieved 6 out of 7 indicators of the Results framework agreed after restructuring and will reach a disbursement ratio that will exceed 97% of the final total grant amount agreed, USD 4.20M. This results from an effective and efficient project management in the last 8 months. The main highlights are presented in the following lines. The recent approval by the Council of Ministers of the Annex 2 to the Water Charter which sets the rules governing the coordinated management of dams in the basin. Associated with a computerized tool, this legal instrument will allow the release of current and future dams to be managed according to interests that go beyond national borders. The NBA has developed an advanced model of ecosystem services in the Inner Niger Delta, a vast wetland in Mali It will make it possible to infer the evolution over time of the water height as a function of the inflow, including when influenced by an upstream reservoir. The NBA also produced a methodology on decision-making on dams in the Niger Basin. This recommends decisions based on facts drawn from a holistic study of large dams projects, which are complex. Lastly, some of the measures recommended in the institutional audit 12/23/2019 Page 1 of 6 The World Bank Implementation Status & Results Report Niger River Basin Management Project (P149714) study were approved and shall result in improved management and organization of the NBA. They pertain essentially to increased transparency in fiduciary services and to an organizational chart organized around services provided by the institution.
