The launching of the Project and the initial steps of this first lending operation in Antigua received close monitoring and implementation support from the Bank team. Four missions have taken place since the launch of the Project and video and audio conferences are held regularly. Moreover, high ranking officials from the Labour Department and the Ministry of Social Affairs have participated in the WBG Core Courses in Labor and Safety Nets. The Public Disclosure Copy implementation of all four components was relatively slow in the beginning, and most efforts are being concentrated on recruitment of key consultants and staff, as well as refurbishing offices to receive future beneficiaries of the programs supported within this Project. Based on the information made available at the time of the last supervision mission held on March 2014, in the public sector modernization area, some important advances have taken place since the last ISR. Under component 1, a diagnostic study was produced that formulated recommendations for strengthening the institutional capacity of the Cabinet Secretariat in coordinating policy issues and analyzing documents for Cabinet approval. A draft plan for the implementation of the recommendations has been prepared, and Government has identified officials to serve as policy analysts, who have received induction training. The Bank team communicated to the Government that Juan Martin Moreno will replace Gaston Blanco as task team leader of the social protection side of the Project, effective September 2014.
