This would be evidenced by: (i) increased livestock productivity as measured by milk productivity and increase in daily animal weight gain; (ii) increased efficiency of communal pasture management, as measured by increased communal budgetary revenues from lease of pastures; (iii) increased farm sales from livestock; and (iv) increased Pasture Management Effectiveness. The last implementation support mission took place in November 2013. The mid-term review mission is planned for July 2014. After about three years since Page 1 of 8 The World Bank Report No: ISR15445 effectiveness, the Project has made steady progress towards achieving its objectives.Pasture management activities have started in 90 communities as compared with the envisaged 55 communities by end of the project. For 61 villages, pasture management and livestock development plans (PMLDPs) have been completed and approved. Preparation of PMLDPs for additional 29 communities is underway. Pasture User Cooperative (PUC) management training is completed in total for 58 communities. Data from the last year shows that as a result of project interventions milk productivities both for cattle and sheep have increased by 11% and 6% respectively as compared with the end project targets of 20% and 10% Public Disclosure Copy (from 1,428 kg/year to 1,585 kg/year for cattle and from 66 kg/year to 70 kg/year for sheep). Similarly, the growth rates of animals for cattle and sheep have increased by 12% and 3% respectively against the end project targets of 20% and 5%. Efficiency of communal pasture management as measured by increased communal budgetary revenues from lease of pastures has increased by 55% compared with the end-target of 30%. Sales from livestock have increased by 48% vs planned 20%. The Ministry has provided core funding as planned and the RASC and MASCs have self-financed around 19% of their costs from various contracts and services in 2013. For the Competitive Grants Program (CGP), a total of 54 grants have been approved over six rounds, amounting to US$891,218, of which US$571,268 has been disbursed to date. The beneficiaries' contribution, including both in-kind and cash contributions, is estimated at 57% of the total grant sub-project cost, a very significant investment by the beneficiaries. With respect to GEF-funded activities, four contracts have been signed to co-finance the protective and rehabilitative measures under component 1 of the Project.
