The project received US$ 150 million additional financing in May 31, 2012 with three years extension to the original project closing date from December 31, 2012 to December 31, 2015. The proceeds of the additional financing will be utilized to expand and upgrade the capacity of the waste treatment system in Addis Ababa, to cover the financing gap of the other four secondary cities and to include new additional Federal city (Dire Dawa). Page 1 of 7 The World Bank Report No: ISR15176 Significant progress has been made towards the achievement of the project development objectives in terms of production and distribution of additional water from improved sources. So far about 60,245 M3 /day of additional water ( 40% of the end project target which is 150,000 M3/day), have been produced and supplied in to the system including additional water obtained in Gondar through rehabilitation of existing system and reduction of NRW. In terms of source development, so far from 35 wells drilled and tested (20 wells in Addis Ababa and 15 wells in secondary cities) a total yield of 2,274 lt/second (about 150,960 M3 /day) has been developed. The developed sources will be connected to the distribution Public Disclosure Copy systems when the civil works and electro mechanical works are completed. This will account for about 100% of end project target. Implementation of operational efficiency improvement activities has also made significant progress. So far about 1 million additional people are served through new connections and improved services. While there is good progress in increasing the volume of water produced from surface and ground water sources, there is a need for enhancing the activities to connect the source to the system. Implementation of the two large sewerage sub projects (Kality Waste Treatment Plant and Kality Sewer Line Expansion) have shown significant improvements since the last mission. However as there are slippages from the tight schedule agreed during January 2014 mission, these sub projects are unlikely to be completed within the existing project closing date. The remaining 18 months before project closing (December 31, 2015) is inadequate to complete the procurement process, award the contract and do the construction work. Since the two large projects are unlikely to be completed within the current closing date, it was agreed that AAWSA will submit commitment letter to finance and complete any outstanding activities after the current closing date. This will be confirmed by MoFED until other alternative option to make up for the time is agreed. Progress has been made in processing the procurement of the critical contracts under the additional financing. However, the two months slippage from the schedule agreed during the January mission will affect the overall project completion time. As a result the project performance rating is maintained as Moderately Unsatisfactory pending (i) Submission of commitment letter from government to finance any outstanding activities beyond the current project closing date by June 30, 2014 , and ii) award of the two large contracts in AAWSA by August 20, 2014.
