Page 1 of 7 The World Bank Report No: ISR11426 After some delays in construction, mainly as a result of the 2010 events in the south, the project is on schedule to meet its development objective and will complete rehabilitation works for the irrigation command areas of 30 WUAs covering around 70,000 ha , which is significantly more than the target envisaged at OIP-2 appraisal. Twenty-seven schemes are now fully rehabilitated, with three remaining schemes to be rehabilitated by December 30, 2013. Public Disclosure Copy Additional Financing (AF) of $15.0 million for OIP-2 was approved on June 28, 2011, signed on July 25, 2011 and declared effective on December 20, 2011. The AF scales up the OIP-2 activities and finances: (i) the rehabilitation of on-farm I&D systems for around 17 WUAs on 34,800 hectares, directly benefiting 34,400 farmers; (ii) training and goods to 475 WUAs to increase their capacity for sustainable management of their on-farm I&D systems; and (iii) operating costs of the Project Implementation Unit (PIU). The Project Implementation Unit of the Department of Water Resources (DWR) has prepared the short-list of WUAs, 3 WUAs are currently being rehabilitated, with 8 WUAs in advanced stages of design and tendering of the rehabilitation works. The functioning of the government's Support Units (SUs) for the WUAs, who provide training and capacity building to WUAs, continues to improve following an increase in their budget for operational costs, funded through the AF. More training is now being provided, but survey results indicate that the SUs should be more diligent in providing training especially to new WUA staff. One unresolved issue is unclarity among WUAs about the arrangements for repayment of 25% of the rehabilitation costs by WUAs, and a backlog in their repayments to the Economic Development Fund under the Ministry of Finance (MOF). These repayments are to be used to finance a fund that will provide funds to WUAs for their development. In order to revolse this issue, the Ministry of Finance will need to formally establish this WUA Development Fund and jointly with the DWR and the PIU work with each WUA separately to restructure the repayment schedule and repayment agreement on an individual WUA basis, taking into account the capacity to pay of each WUA. Secondly, the DWR needs to finalize the selection process of a new and highly qualified PIU Director, in line with World Bank guidelines, as project management is not optimal with only an acting Director in place since January 2013. The project is progressing reasonably well, mostly based on the advances with on-farm rehabilitation, and overall ratings for both the achievement of the Project Development Objectives and Implementation Progress are Moderately Satisfactory.
