This is confirmed by the achievement of several results indicators. However, the project has a short timeframe in which to deliver on the Additional Finance approved earlier this year and this will be the focus of a major effort moving forward. The implementation status captures the results of the parent funding. Since the Additional Finance is just effective, the results of that will be reported in the next ISR cycle. The project's implementation status is as follows: Component 1: Mainstreaming climate resilience into development strategies at national and local levels:  With the validation of the Master Plan for Development and Management of Water Resources, climate change resilience has now been integrated into 3 out of 3 sectoral policies (water, health and transport);  The recruitment of an international consultant is underway to support the development of concept notes for priority climate change programs, to capitalize the project's results and support Niger in mobilizing additional climate financing;  Climate change resilience has been integrated into 38 Communal Development Plans and Annual Investment Plans, which cover all the communes targeted by the project.  49 out of 60 knowledge products have been developed and disseminated. Arrangements have been made to reach the indicator for this activity by the end of 2019. Component 2: Integrating climate resilience practices into agro-sylvo-pastoral systems and local populations’ social protection measures: Integrated sub-projects:  The project has implemented 63 integrated subprojects. A recently completed evaluation will inform the programming of the remaining funds of the sub-component, which may include: (i) consolidating actions within these 63 subprojects; and (ii) implementing new sub- projects if funds allow.  The project has also formulated technical proposals for the implementation of solar drip irrigation systems in collaboration with the Niger Irrigation Project (with IFC). Rehabilitation of infrastructures:  The project has rehabilitated 221 socio-economic infrastructures, exceeding the original target of 175. A recently completed evaluation will inform the programming of the remaining funds of the sub-component.  It is recommended that maintenance work be included and that a budget be allocated in the commune's Annual Investment Plans, where appropriate, to avoid the degradation of these infrastructures. Maisons du Paysan (integrated service platforms for farmers):  Eight of the fifteen "Maisons du Paysan" have been built and are currently being equipped. The start of the water supply and electrification works are scheduled to start in January 2020;  It is recommended that the construction of "Maisons du Paysan" are more resource-efficient, more climate-friendly and more in harmony with the rural landscape. The specifications for an improved method (known as "Abou") are expected to be finalized and validated for its application to future constructions by November 30, 2019 following a lengthy multi-Ministry discussion;  The first draft of the "Maisons du Paysan" manual, which will guide their functioning, has been finalized. Comments were provided by the Bank on this and the Government has welcomed an iterative process from lessons learned from all partners involved in the Maisons du Paysan. Component 3: Project Coordination and Coordination of Niger's Strategic Program on Climate Resilience (SPCR): The SPCR is composed of the Water Resources Mobilization and Exploitation Project (PROMOVARE), the Information and Climate Prospecting Development Project (PDIPC), the Niger Irrigation Project (NIP), and this project. Though it is starting to implement strategic coordination activities, the SPCR is still struggling to break down project silos and strategically communicate and capitalize the results of the program. A strengthened SPCR could have the potential to support resource mobilization and scaling up climate resilience activities and partnerships. However, the organization and resources of this unit are not adequate. Additional resources have been mobilized from PPCR to enhance the efficiency of this unit.
