The Project has provided IPs in Central and South America with tools that allow them to achieve fuller and more meaningful participation in programs for readiness and implementation of REDD+, and to have a greater impact on REDD+ related discussions and decision-making processes at multiple levels. Under Component 1 (National Capacity Building and Awareness Raising), sub-project agreements were signed with five sub- project proponents whose proposals for national -and local- level capacity building activities were competitively selected, with inputs from a Technical Advisory Committee (TAC) made up of indigenous leaders with extensive knowledge and far-reaching credibility in the engagement of IPs in REDD+. Several face-to-face learning sessions were held (see indicators). The certification program trained 33 people, 15 men and 18 women, representing 23 distinct indigenous peoples throughout Latin America. Two sub-regional workshops were also conducted, 1 for Mesoamerica and 1 for South America. The objectives of these sub- regional workshops were to (i) disseminate REDD+ knowledge products available to IP communities and the knowledge products developed by the project under subcomponent 1.1; (ii) promote a discussion of the lessons, good practices, and recommendations of the communities that participated in capacity-building activities at the national level; (iii) provide the indigenous organizations with the new advances in the various processes of climate change in the region and in the world; (iv) promote a discussion of traditional practices in climate change and REDD+ strategies; and v) provide attendees with an appreciation of how REDD+ processes are playing out on the ground, by allowing them to participate in field visits. Finally, a guide on “Rights of Indigenous Peoples, Forests, REDD+ and Safeguards” was prepared. Indicator 1, Direct project beneficiaries - Indicator number 1 advanced from 1,193 to 2,126 direct project beneficiaries. The expectation is that End Target of 4,010 is achievable through ten national workshops, 8-10 events at subproject level to build capacity in countries. Regional exchange on lessons learned and experience between IP organizations will be held in 16 countries. 2 . Indicator 2, Female beneficiaries - Indicator number 2 lightly advanced from 42.0 to 42.4% and the expectation is that the End Target of 50% will be achieved. The project is supporting and creating capacities including gender balance participation through a formal participation of 240 IP leaders, technical experts and negotiators in a formal training (Diploma certificates validated by the University Carlos Tercero of Madrid). The project is also leveraging the participation of women in all events and activities, including dialogues, analysis, discussions, and decision-making processes. 3 . Indicator 3, Meetings held between IP representatives and representatives of national REDD+ decision making entities. The TT and borrower revised the End Target from 41 to 80 meetings. The current achievement is 51. The rest (29) will be achieved through ten national workshops and eight sub-projects submitted by at least eight countries out of 14 candidate countries to be chosen by the Technical Advisory Committee (TAC). 4 . Indicator 4, Regional knowledge exchange products disseminated in appropriate languages and accessible formats has a current measure of 19 products and dissemination materials, which include: Training Guidelines for IP; "Cartilla sobre Consulta Previa, Libre e Informada (CPLI)"; six video material; the Mitigation and Adaptation to Climate Change Strategy in Honduras; the methodology to CLPI of REDD+; six IP studies on knowledge about the Amazonic IP; the systematization of "Local Indicators on IP and Forests, among other 6/28/2019 Page 3 of 6 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report FCPF Capacity Building Program IPs (LCR) (P155976) materials. Printings, visuals and audio material will be produced and disseminated at national and regional levels. An analysis of challenges and good practices related to participation of IP women in relation to REDD+ will be generated. 5 . Below is a description on how the four Intermediate Results Indicators are being met to measure the communication and direct participation of IP and Country Government representatives working together towards the design of REDD+ National Strategies, the ERPAs and respective Benefit Sharing Plans. Indicator 1, Meetings held between IP representatives and national REDD+ decision making entities. The number of meetings of IP with REDD+ Focal Points are accounted for by country. Guatemala: 10 meetings with the “Mesa Indigena de Cambio Climatico” (MICCG) which has 39 Indigenous People Organizations; Chile: 2 meetings with AYMARA; Colombia: 2 with “Autoridades Indigenas de Colombia” (AICO) and the “Organizacion Nacional de los Pueblos Indigenas de la Amazonia Colombiana” (COPIAC): Costa Rica: 3 meetings with “Mesa Nacional Indigena de CR” (MNICR); Nicaragua: One meeting with “Asociacion de Mujeres Indigenas de la Costa Atlantica” (AMICA); Honduras: Four verifiable meetings with “Confederacion de Pueblos Autoctonas de Honduras” (CONPAH); El Salvador: Four meetings with “The Consejo Nacional Indigena Salvadoreno” (CCNIS), and in Uruguay: One meeting held with “Charruas” IP representatives. In total, 27 meetings have been held and the goal is 90 meetings. The task team and the Recipient have the plan to reach this number through 10 national workshops in ten countries, and 10 subprojects in 10 countries through June 2020. Indicator 2, National REDD+ Strategies with verifiable contribution of IP in their design and dissemination. Sotz'il and this Project in the CBP contributed to: 1) FPIC Consultation in REDD+ national strategies; 2) Mechanisms and methodologies for plain and effective IP participation in REDD+; 3) IP's gender balance participation in REDD+; 4) Proposals to recognize the IP's access and rights to land and territories; 5) Recognition to traditional IP knowledge; 6) IP guidelines on safeguards in recognition of Rights, forests, REDD+ and safeguards. Indicator 3, Five ERPAs -Emission Reductios Purchase Agreements (ERPAs) are expected to have contributions from IP during the design and or implementation: Mexico; Nicaragua; Guatemala; Chile and Peru. Guatemala has contribution from "Mesa Nacional de Pueblos Indigenes sobre Cambio Climatico"; Peru has direct contribution from "Asociacion Interetnica de Desarrollo de la Selva Peruana" (AIDESEP); Nicaragua with contribution of "Gobiernos Territoriales Indigenas", "Asociacion de Mujeres Indigenas de la Costa Atlantica de Nicaragua" (AMICA), and "Fundacion para la Autoomia y Dearrollo de la Costa Atlantica de Nicaragua" (FALCANIC). Next steps are to document IP participation in the ERPA for Chile and Mexico. Indicator 4, BSP-Benefit Sharing Plans designed with direct participation of IP. It is expected that five countries in LAC will have IP participation in the design of their BSP: Mexico; Guatemala; Nicaragua; Peru and Chile. At the time of this ISR no information was available to report IP's participation in this Indicator.
