All three components are mobilizing funds from Additional Financing and progressing towards project targets. Regional component (Component 1), implemented through the MRC Secretariat, is proceeding at a steady pace, particularly on the bilateral transboundary projects. The MRC Secretariat, in collaboration with the Thai, Lao, Cambodian, and Vietnamese National Mekong Committees (NMCs) are moving forward with the bilateral transboundary projects and linking the NMCs three national projects at the regional level has been discussed with the MRCS. The component has undergone a no-cost extension and the new closing date is now on December 31, 2019. National component (Component 2 & 3) received an initial advance from the Additional Financing approved in mid-2017 of USD2.5 million which was disbursed to the Designated Account in December 2017 and funds allocated to component leaders. Key highlights from the last six months are: • A National River Basin Strategy 2030 (RBDS) and 5-year Action Plan (2018-2022) (RBDP) was requested by the National Assembly upon passage of the new Water Law (2017). It has been added to the scope of the project after the PMU and Minister requested the World Bank support, in partnership with the Australian water program in Lao PDR. The World Bank recognizes the importance of this planning process, in order to strengthen inter-sectoral water management and effectively identify and address key national water concerns. • The project is extending the river basin planning sub-component to include green infrastructure investments. Significant progress was made on the conceptualization of three green infrastructure packages located in (i) Xedone River Basin (Toumlan District, Saravan Province for drought management); (ii) Upper Xe Bang Hieng River Basin (Savannakhet Province for water storage), and (iii) Lower Xe Bang Hieng Basin (for conservation flows). These investments will be developed along the IWRM “value chain”, starting with local consultations, modeling, river basin planning, and investment analysis before construction. • New irrigation works have been completed and three fish hatcheries renovated. Fisheries management plans and construction of a new hatchery in Attapeu are progressing. • On the hydro-met services, the MIWRM Project is working closely with the Southeast Asia Disaster Risk Management (SEADRM) to upgrade sixty-nine locations for hydro-met stations in northern part of Lao PDR. The detailed survey is under procurement and will coincide with UXO clearance assessment. Regarding indicator 2: Water resource management instruments, three instruments have been completed including: 1. framework basin plans for XBF and XBH; and 2. a River Basin Action Plan for Nam Ngum basin. The consulting firm will be recruited to help the Department of Water Resources prepare an instrument for the remaining basins under this additional financing. Regarding Indicator 3: Number of new or upgraded DMH hydromet stations that produce information that is applied for water resources management – 25 stations have been upgraded or installed by the project. A further 25 stations will be identified and a firm to do a survey and detail design are under procurement[EB1] . Regarding Indicator 4: Area provided with new/improved irrigation or drainage services: Progress has been made in line with implementation progress made under the irrigation sub-component. Further work is underway to meet the final target. Regarding Indicator 5: “Number of functional Fishery Management Committees (FMC)”, four Fisheries Management Plans have been completed, with a further two in progress. Implementation of the completed plans has not yet begun because the disbursement of project funds from the PMU has been delayed. Indicator 2: Number of communication products produced and disseminated by the MRCS - 26 products have been prepared, including Posters (2); Quarterly E-Newsletter (6); MRC Webpages (5); MRC 20th Anniversary Magazine Articles (2); On-Line News Channel (1); Facebook Page (1: 111 postings); Brochures (3); Videos (5); T-Shirts (1). The MRC is expected to exceed this indicator target before the end of 2018. Indicator 3: Submission of the revised Water Law to the National Assembly: this was achieved in 2017. The Water Law was approved by the National Assembly on May 11, 2017. Indicator 4: Number of sites in priority river basins where NEREI conducts water quality monitoring, water quality monitoring are currently carried out four times per year at eleven sites spreading across three river basins: Xekong, Xechamphone wetland and Lower Nam Ngum. Indicator 5: Number of priority river basins where MONRE has applied water resource model packages - the modelling has been updated for 4 river basins (XBF, XBH, Xedone and Xekong), but the modelling packages have not yet been applied to support WRM activities. The project is expected to update and apply models for an additional 3 basins are expected to be achieved by the end of the project. Indicator 6: Number of functioning River Basin Coordinating Committees, the Nam Ngum RBCC has been established by the provincial government but still doesn’t meet the functionality criteria. The project is working to strengthen this RBCC, and plans to create two additional RBMM are expected to be achieved by the end of the project. Indicator 7: Number of regulations piloted at the basin level: to the project is providing advisory services on the development of 4 decrees and 3 regulations to support implementation of the Water Law. First drafts of all decrees and regulations are to be submitted to the Government and/or Minister in 2018. Once drafts are in place, the project is expected to pilot the implementation of some of these regulations. Indicator 8: Area provided with improved flood protection - there are currently 10 flood gates with a total command area of 11,148ha. Indicator 9: Number of farmers reached with agricultural assets or services, 48,786 farmers have been reached to date (out of this 24,000 are female farmers). Plans are in place to roll-out additional services to reach the final project indicator. Indicator 10: Number of functioning Irrigation Water User Associations. This indicator has been fully complied with. Indicator 11: Number of functioning Irrigation Water User Associations - the target of 59 WUAs has been achieved. Indicator 12: Number of people engaged in the formulation of Fisheries Management Plans- all 15 Fishery Management Committees have been established, and each FMC has on average 11 people. Thus, the final target of 165 people has been achieved. Indicator 13: Number of villages receiving livelihood support under the Fisheries component increased in this reporting period from 54 to 80 villages. This is in line with implementation progress made under these two sub-components (irrigation and fisheries) where momentum from original financing has been maintained under the Additional Financing. The final target of 100 is expected to be achieved by the end of the project. Indicator 14: number of new or rehabilitated, functioning fishery hatcheries - hatchery renovation work has been completed for Houy Kiew hatchery in Lamam District; KM8 hatchery in Pakse, and Ban Na hatchery in Khong District. The new hatchery to be constructed in Attapeu is being contracted now. Once the hatchery is completed, the indicator target will have been met.
