The Financing and Grant Agreements are expected to be signed in early August 2019, with the project expected to be made effective in early September 2019. The Project will be implemented by Ministry of Health (MOH) and National Committee for Subnational Democratic Development Secretariat (NCDDS) of the Ministry of Interior (MOI). Each implementing agency has formally nominated its project management structure. Project operations manuals (OMs) are expected to be finalized prior to the declaration of effectiveness expected in September 2019.
