During its first year of implementation, the project has made progress – though not as fast as expected - with the launch of five windows of the competitive fund (Programme d’appui à la qualité [PAQ]), over the second half of 2017. The selection and award of the first rounds of PAQ sub-projects are under way, and the first disbursements under the project should begin in early 2018. Other activities of the project, including key technical assistance activities, have not yet been launched, due in part to the fact that the National Higher Education Summit, which was successfully launched on December 3-4, 2017, took the time of many staff over the past six months.
