The parent project closes Jan 31, 2018, while the AF closes January 31 2022. In Component 1, the Quality Improvement Fund (QIF), the third cycle of funding has now started. The quality and diversity of the successful proposals, which include a larger share of colleges and technical colleges and which continue to reflect solid participation from Gaza institutions, is impressive. In Component 2, the Graduate Tracking System (GTS), the data from the GTS are not yet being used systematically enough. So, for instance, although tracking data on 7000 graduates over the last three years are now available and the Ministry has produced a preliminary report, the Ministry needs to do more to ensure systematic use of this data in policy decision making. The Ministry is aware of this concern and is working to address it. 12/5/2017 Page 2 of 8 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report West Bank and Gaza: Education-to-Work Transition (P129861) 12/5/2017 Page 3 of 8 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report West Bank and Gaza: Education-to-Work Transition (P129861) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance  --  High  High Macroeconomic  --  Substantial  Substantial Sector Strategies and Policies  --  Moderate  Moderate Technical Design of Project or Program  --  Moderate  Moderate Institutional Capacity for Implementation and Sustainability  --  Moderate  Moderate Fiduciary  --  Moderate  Moderate Environment and Social  --  Low  Low Stakeholders  --  Moderate  Moderate Other  --  --  -- Overall  --  Moderate  Moderate Results Project Development Objective Indicators PHINDPDOTBL  Participating TEIs Graduate Unemployment Rate (Text, Custom) Baseline Actual (Previous) Actual (Current) End Target Cycle 1:49 % (a 13 % Cycle 1:49 % (a Reduction by Cycle 1: 62% Value lower unemployment reduction of 13 10 percentage Cycle 2: 67% rate) percentage points in points 12/5/2017 Page 4 of 8 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report West Bank and Gaza: Education-to-Work Transition (P129861) unemployment rate) Date 30-Aug-2013 16-Jan-2017 30-Oct-2017 31-Jan-2022 Overall Comments Intermediate Results Indicators PHINDIRITBL  Use of Graduate Tracking Sytem Information (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 0.00 4.00 Date 19-Apr-2012 16-Jan-2017 30-Oct-2017 31-Jan-2022 Comments This indicator measures the number of technical reports produced by the Ministry using the data from the GTS.
