The PDO indicator for the number of direct beneficiaries has been reached, and the progress on the other PDO indicators is notable. It is expected that all project indicators will be largely met by the closing date, which has been extended from December 31, 2019 to September 30, 2020. Overall disbursements have reached 77%. The Original Financing and the First Additional Financing are already closed and fully disbursed. For the on-going MASAF IV Second Additional Financing, disbursement rate increased from 30% to 53.5% since September 2018. The Social Cash Transfers Program (SCTP) continues to unfold as the cornerstone of the Bank-supported social safety nets in Malawi. Currently, a total of 113,148 SCTP beneficiaries are receiving transfers across the 11 MASAF IV Project funded SCTP districts. Payment of transfers for the period January – February 2019 were delayed and are done in April. To date, approximately US$15 million has been paid in transfers to 113,148 beneficiary households in 11 districts funded under MASAF IV. The project will finance the program until June 2020, following the extension of the project closing date which was recently processed. The Public Works Program (PWP) under MASAF IV is closing, with the last round of subprojects already completed, and financial reconciliation underway. With this last round, the PWP in its current form will be discontinued, to give way to the Enhanced Public Works Pilot (EPWP), which is under preparation. The EPWP pilot will seek to establish a viable way forward for public works, through an accountable and technically improved enhanced public works program. The Livelihoods and Skills Development (LISD) progresses well – to date, 164,138 members have been mobilized into 6,053 COMSIP Clusters, of which 70% are women. A total of 135,693 have been trained in financial literacy, business management and environment and social safeguards, which is above the project target of 120,808 members. Grants for skills capacity development supported a total of 35,504 members organized in 474 cooperatives and clusters against the end of project target of 400. The Unified Beneficiary Registry (UBR) work is continuing towards rolling out the UBR in the districts where the SCT program is financed by KfW/EU. E-payments work will focus on the harmonized pilot, through addition of enhanced PWP beneficiaries in Balaka.
