Context: The World Bank’s will support the Government of Nepal's School Sector Development Program (SSDP, FY2017-2021), which will annually benefit over 7 million students and over 180,000 teachers and Early Childhood Education and Development (ECED) facilitators in over 30,000 community schools and centers across the country. The World Bank’s financing of US$ 185 million will be through the Program for Results (PforR) instrument and the basis for World Bank disbursement will be through a series of disbursement-linked indicators (DLIs) and disbursement- linked results (DLRs). There are nine other Development Partners supporting the SSDP. The World Bank also administers co-financing from GPE Grant and REACH TF Grant to SSDP. 2. PDO, KPIs and IOs: Achievement towards Program Development Objective (PDO) is satisfactory given that of the five Key Performance Indicators (KPIs), two of the four KPIs with targets set for this year, two of them have been already achieved and two of them are on track to be achived by November 2017. Of the 13 Intermediate Indicators (IOs), seven of them have met this year's targets; six of them are progressing well and are expected to be met when the next round of data is available in November 2017. 3. a. PForR DLIs/DLRs: There are four (4) year-one Disbursement Linked Results (DLRs) and all of them are on track. These include the submission of documentary evidence of the achievement of: (i) Enhanced fiduciary system in place (DLR 1.1); (ii) Pro-poor targeted scholarship (PPTS) and Pro-science targeted scholarship (PSS) schemes approved (DLR 2.1); (iii) Revised grants manual approved for Community Schools, including guidelines for block grants to eligible unaided (permitted) Community Schools, performance grants to unaided schools eligible for block grants and Community Schools meeting basic accountability requirements, and pro-science enhanced grants (DLR 5.1); and (iv) Revised policy and guidelines on reallocation of teachers based on status and norms of teacher deployment, and policy and guidelines aimed at improving teacher time spent teaching (TST) approved (DLR 6.1). b. GPE/REACH DLIs: Progress in achieving the year-one DLIs of GPE and REACH Trust Fund Additional Financing is also largely on track. Documentary evidence of first two year-one DLI targets (DLI1-implementation of single-subject certification in Grade 10 exams, and DLI2- carrying out of classroom-based early grade reading assessments by schools) have been submitted by GoN. The third DLI of year- one (implementation of out of school children intervention and reduction in out of school children) has been partially achieved. Similarly, among the two REACH DLIs, one (DLI 4 on EMIS independent verification) has been achieved, and the other one (DLI 5 on financial management capacity strengthening at school level) is expected to be achieved in year two before the current REACH TF closing date of July 15, 2018. Achievements of the above DLIs/DLRs are expected to be verified by an independent verification agency (IVA) by September 2017. 4. The World Bank and other development partners have been following up with the Government to ensure they are making reasonable progress on those fronts as well. 5. Covenants: All the Covenants have been either complied with or not yet due. 5. Risks: The Government’s decision to move towards a federal structure and the associated devolution of education management to the local levels has brought uncertainty in how the education delivery will be implemented going forward. The Bank and other development partners will continue to support the Government in the transition process to ensure that the potential risks are minimized.
