While targets are set for December 2014, early results have been observed. In the gender equality component, the number of women accessing specialized services for gender-violence victims increased by 25% from the 2012 baseline, thus exceeding the target of 15% increase for 2014. It is expected that with the additional coordination mechanisms and guiding strategy developed as Public Disclosure Copy second tranche actions services will be further strengthened and expanded. In the education sector, important incentive mechanisms have been created and progress has been made to develop monitoring mechanisms that would ensure greater student participation in the State's annual proficiency assessment. The data collected through the assessment is a key management and monitoring tool and the basis of the new performance agreements and bonuses for State teachers. As second tranche action, the Government of Acre has initiated the implementation of the SIPLAGE and completed the first evaluation cycle for the 4 most important programs for economic development of the PPA. In the process of completing the first set of evaluations, the Government has defined the methodologies and processes that are going to guide the system going forward and has been able to derive valuable and timely lessons on the selection, design, implementation, and follow up of strategic programs. The conclusions of the first round of evaluations are informing the preparation of the new PPA and contribute to improving the selection and implementation of investment projects. The adoption of the SIPLAGE’s new processes and procedures by all agencies of state administration supports a more efficient use of public resources and provides to the administration real time information on the execution of investment programs. Early results of the new system are reflected in a higher completion rate of annual PPA targets, going from 75.8% in 2012 to 77.1% in 2013. The target for 2014 is 80%. The regulations on procurement and asset management adopted as second tranche action have already impacted the quality of procurement practices and have been the basis of the update of the State's software. Overall, the adoption of the GRP system will lead to a more efficient use of public resources, facilitate internal and external controls on expenditure, Page 1 of 4 The World Bank Report No: ISR14238 and improve citizens’ access to information on the State’s procurements. All tenders and direct contracts will be managed through the GRP process starting on May 20 2014, surpassing the agreed targets for the component of 50% of tender value and 90% of single source purchases.
