Evidences were provided, including list of evaluated civil servants, middle term and final reports. Based on HRMO and MDAs reports on roll-out of on the job and annual appraisal cycle, PSRU reviewed 44 performance contract files out of a total of 128 officers evaluated during fiscal year 2015. All files are in government records and available for further review as requested. DLI 3.3. All supervisors in pilot Ministries at Central, Regional and District level trained on Performance Appraisal skills. Training of 330 Supervisors on Individual Performance Appraisal System (IPAS) was completed in pilot Ministries at central level, regions and districts, surpassing the targeted number of 328 supervisors by 2. Additionally, 121 supervisors in non-pilots MDAs were trained. The last group of training of 93 Supervisor was completed on July 2016. DLI. 2.4. At least 80% of the priority Vacancies have been filled in accordance with the Annual Recruitment Plan and Approved Recruitment Procedures. The target of 315 vacancies were filled by November 2014. Final payment is requested now after the project restructuring and a full review of DLIs payments. The Long Term Assignments (LTA) Policy was approved by the Civil Service Steering Committee (CSSC) on May, 2016. It was agreed that the next step is to prepare a detailed Action Plan to enlighten the timing of implementation. Another positive development, KPMG has provided refreshment job evaluation trainings and three international consultants are carrying out the job analysis, evaluation and grading exercise. Finally, the Steering Committee (SC) meetings were carried out on May 9 and June 20- during the first semester of 2016.
