This is expected to have strong demonstration value, but will directly remediate only one-third of the planned UPOPs sites. The project has substantially exceeded its goal for preparation and approval of PCB management plans, but their implementation rate to date is very low. A national strategy on management of contaminated sites is now in place, and three of the seven planned legal instruments intended to strengthen the regulatory environment for POPs management have been adopted. The remaining four instruments are at various earlier stages of development and their adoption by project closing is uncertain. Significant progress has been made in updating PCB inventories and providing training related to regulatory enforcement, PCB management, and site remediation and control techniques. However, overall progress and completion of various demonstration activities is still significantly behind schedule, with some planned activities unlikely to be completed by project closing. As a result, the PDO is unlikely to be achieved.
