Although no new targets for this indicator have been identified within the Policy Matrix of the CATDDO, the DPI conducted a dissemination workshop to train 204 public officials from 49 institutions on the use of the DRM budget classifier. Additionally, the DPI prepared a report on the use of the DRM budget classifier for the fiscal years 2018, 2019, and 2020. This report shows that of the 101 projects that have used the budget classifier, 46 incorporated prospective and corrective disaster risk management. The target related to the update of the response protocols in six provinces was reached after the approval of the National Disaster Emergency and Response in 2016, which updated these protocols in all the provinces of Panama in 2016 (ten provinces). Since then, guided by this National Plan, the DG- Comments: SINAPROC has continued strengthening the preparedness and response capacities of the country. The National Disaster Risk Management Plan 2019-2030 was initially discussed in June 2019 during the first ordinary session of the Disaster Risk Management Platform. DG-SINAPROC anticipates that the Platform will endorse the Plan during the first semester of 2020. DG-SINAPROC is currently aligning the plan to its institutional priories. The DG-SINAPROC also reported progress in the process of reviewing the current DRM normative framework, aiming at the development of a proposal to update SINAPROC’s Law No. 7. Also, SINAPROC has reported the implementation of awareness workshops on risk reduction in hard-to- reach areas in the Ngäbe Bugle region, the Chepo district, the Victoriano Lorenzo district in San Miguelito, and the Juan Díaz district in the Gallinaza sector. Additionally, since 2014 another three key government entities have carried out strategic DRM actions in line with the draft 2015-2020 Disaster Risk Management National Plan: (i) Ministry of Education (ii) Ministry of Health and (iii) the Panamanian National Water and Sanitation Utility Institute. The following are updates under the reported period: The Ministry of Economy and Finance (MEF), through the leadership of DICRE and with support from the WB, has initiated a multi-sectoral process aiming at developing an instrument for disaster damage and loss assessment tailor-made for Panama´s needs and disaster risk profile. The process involves seven key sectors of the public administration. The Ministry of Housing and Land Management (MIVIOT) has Comments: made progress with the preparation and approval of the Panama’s National Land Management Policy, along with its Implementation Plan and associated Territorial Management Instruments. This new policy promotes a disaster risk sensitive territorial planning for the country. In 2019 the Ministry of Environment assumed the Presidency of the Steering Committee of the National DRM Platform, playing a key role in promoting the update of the national DRM Plan. The Ministry of Education (MEDUCA) continues implementing the Law that establishes the inclusion of a DRM in the educational curriculum at all levels. There are no additional actions for the reported period under this ISR.The National Water and Sewerage Institute (IDAAN) developed an inventory of the Chilibre-Las Cumbres water network infrastructure, as input for the seismic risk evaluation of the Federico Guardia Conté de Chilibre Water Treatment plant. DICRE and the World Bank defined the Technical Assistance activities to incorporate climate and disaster risks as part of a more comprehensive strategy of Comments: fiscal risk management, promote efficiency and transparency of post-disaster spending, and enhance knowledge on parametric insurance. Activities for this reporting period include participation of DICRE’s staff in two CCRIF SPC workshops on the presentation of models for earthquake and tropical cyclone, excess rainfall and of models for potential products for drought, agriculture, and public services.
