The project has been effective since December 2011. The project was officially launched in April 2012. As the Project moves forward with the launching of civil work for land development and announce the result of the land allocation process public perception of risk on land allocation will be high given especially as the demand is more than tenfold the size of the land available. Its is critical that the redress mechanism designed under the project is well functioning to allow a fair and timely resolution of any complaint that my be filed. Page 1 of 5 The World Bank Report No: ISR15081 This ISR reports the result of the mission conducted between April 27 to March 2nd, 2014. All project activities are being implemented consistent with the sequencing plan developed during project preparation. Project implementation has now entered to its second phase – a phase that is characterized by direct investment in infrastructure. This direct infrastructure works will be implemented in phases. Public Disclosure Copy Actual advances in project implementation included the preparation of a Zone Development Plan (ZDP), feasibility studies and bidding documents for: (i) the first phase with a total land area of 2,582ha to be developed for compensation and for small and medium investors; (ii) a second phase of land of around 9,000ha North and East of the project area (the concentration Zone) for medium and large size investors; (iii) the development of access roads; and (iv) the extension of the electric lines to the production sites. A company has been selected to conduct the civil work for the first 2582ha. The start of the work is contingent upon the completion of the implementation of the Resettlement Action Plan (RAP). The RAPs for the 2582ha has been prepared and reviewed by the Bank. The Government has disbursed the estimated US$9million for the compensation of PAP, of which US $3million is for the first 2852ha to be developed during the first phase. The Gov has initiated RAPs for the additional sites to be developed. The critical next steps are the following: (i) the Gov to finalize and implement the RAPs and ESIAs for the remaining sites to be developed for irrigation and civil work and (ii) the Gov to implement these RAPs and ESIAs once finalized. 2. Environmental safeguard. Based on the master plan findings, the Government has been alerted of possible degradation of the lake due to erosion. The Gov will take the following critical actions: (i) finance environmental action plans for coastline protection and aforestation upstream of the Bagré dam and within the 100 meter buffer zone created around the reservoir using local population in a community based income distribution activity (ii) finance capacity building of communities, rural communes, and private operators, creating awareness of environmental issues in order to promote sustainable management. 3.Investment generation. The Gov and its PIU have finalized the selection process of investors that expressed interest to lease land in Bagre and made offers in that respect. There Public Disclosure Copy were more subscribers to the offer to lease land more than the available supply. Given this the Government made selection out of a long list of expressed interest it received. It is now important that the Government make publicly available the criteria used in selecting the winning investors and assure all that the interests of Burkina Faso were the primary consideration in this selection process 5. The next six months are critical for project success. As BagrePole signs the contract for the infrastructure works for the 2582ha (i) the resettlement and compensation process must be completed for works to begin (ii) the Gov. team to move quickly with the selection of a control company.
