The main conclusions of the last mission conducted in November were: - Component A. Rehabilitation works continue with good progress; the main works on Maga dam are almost completed and rehabilitation of irrigation schemes are in a good way to be achieved shortly. The rehabilitation of the Logone dyke continues at a slower pace. Upon termination of the rainy season the works can start again, but some parts still depend on the achievement of the construction of houses for the resettlement of people to enable the regular release of rights of way for works to continue. 1/17/2019 Page 1 of 5 The World Bank Implementation Status & Results Report Flood Emergency Project (P143940) - Component B: The report on a Disaster Risk and Emergency Management Plan has been finalized, approved by the various stakeholders, and published soon. Exercises on the ground to test the implementation of the Contingency Plan (training of focal people, large communication campaigns, …) has been postponed, waiting to receive final emergency supplies necessary to conduct the exercise. The hydro-meteorological equipment is installed, but the monitoring/feedback mechanism from the field still needs to be put in place to enable automatic data collection. - Component C. An Infrastructure Operation and Maintenance Plan has been elaborated to enable SEMRY to explore new ways of management and organization. It includes the creation and promotion of water user associations (WUA) to whom the lower level infrastructure (tertiary parcels, canals, etc.) should be transferred for management. A pilot operation is now conducted to promote these WUAs for the management of 2 irrigation schemes already rehabilitated; 2 other WUAs should be established soon and will benefit from the support of the Project. The Project is encouraged to finance the construction of offices and warehouses to facilitate the functioning of these WUAs. A Consultant, already recruited, is supporting the establishment of these WUAs.
