Subsequent information on program implementation is also included. It should be noted. Public Disclosure Copy The ISR demonstrates continued progress towards achieving PBS objectives: The May JRIS reported an overall satisfactory outcome and resulted in an IDA disbursement of $92 million (DA) and $35 Million (Trust Fund). The finalized Aide Memoire is attached as supporting documentation to this ISR. The mission was undertaken jointly with the Education Sector, including a focus on education budget, financing and outcome issues. PBS 3 continues to contribute to the higher-level objective of expanding access and improving the quality of basic services by funding block grants that ensure adequate staffing and operations, and by strengthening the capacity, transparency, accountability and financial management of governments at the regional and local authorities levels. The program defines basic services as education, health, agriculture, water supply and sanitation and rural roads A nationwide program, PBS supports through the block grants woreda-level recurrent expenditures for basic services across the country, excluding Addis Ababa, which does not receive a federal block grant. In addition, the capacity building efforts of the program benefit the quality of local government services for Addis Ababa as well. As such, its beneficiaries include the population of Ethiopia. Thus, the program beneficiaries number 84 million of which 42.6 million (50.4 percent) are males and 41.8 million are females (49.6 percent). The PBS program was launched in 2006, and as the third phase of the program, PBS 3 benefits from six years of program implementation. In the uncertain environment following a contested general election in Ethiopia in 2005, Development Partners recognized the imperative to continue supporting the Government's significant progress towards achieving the MDGs through strengthened decentralized basic services. With close collaboration, the Government, IDA and other DPs created the nationwide PBS program, which brings together the Government and multiple donors to support and improve basic service sectors through sub-national levels of government. The PBS program involves six donors --- the African Development Bank, Austrian Development Agency, the European Union, the UK Department for International Development (DFID), Italian Development Cooperation and the World Bank. The program reflects a strong partnership across the PBS donors and between the donors and the Government of Ethiopia. The PBS Secretariat is central to making this partnership work and is hosted by the World Bank. PBS 3 was approved by the Board on 25 September 2012, with a total financing of USD 600 million of IDA financing. IDA also manages a multi donor trust fund for the program of more than USD 700 million. Adoption of project operational manual, which is the condition of effectiveness, has been fulfilled and the project became effective as of 20 December 2012. The governance structure for PBS 3 is developed and agreed upon by development partners. Based on the expenditure forecast for sub-program A, an advance of USD 181.3 Million (USD 93 million from IDA and USD 83.3 million from the TF) has been disbursed. The annual action plan and expenditure forecast for sub-program B1 (B1a and B1c), B2 and B3 is submitted by the government and agreed upon. The government has also submitted its procurement plan for no objection. The Social Accountability (B1b) sub component has been launched at the federal level in the presence of stakeholders. The GRM subprogram is also underway, with much progress reported in recent months.
