Commitment by the Tourism Promotion Authority (TPA) as implementing agency is high as evidenced by six additional TPA staff assigned to the project, including two officers to be based in the provinces. In addition, the following changes were agreed to emphasize focus on the PDO and streamline implementation, which will be formalized either through the ongoing process of updating of the Project Operations Manual, or through Project restructuring:  Simplified initial sub-project screening and selection process for tourism infrastructure sub-projects, aligned with tourism related economic growth and livelihood objectives; 6/11/2019 Page 1 of 6 The World Bank Implementation Status & Results Report PNG Tourism Sector Development Project (P158807)  Pipelining of provincial subprojects consisting of a mix of investments for which concept design and/or detailed design can be immediately implemented by provincial governments, as well as investments that require external design services that will be funded by the Project;  Simplified process flow and approvals from Concept Design and Detailed Design, to Construction, replacing the sub-project appraisal process;  Fast-tracking engagement of design and supervision services, including concept design and cost estimation for more complex subprojects, as well as safeguard screening and instruments;  Refocusing on enterprise advisory services for catalyzing micro- and small-enterprise (MSE) tourism products and services, combined with grants to enable start-up or scale-up of qualifying MSEs as beneficiaries, in addition to eligible Community Groups (to be formalized via Project restructuring);  Change in implementation arrangements from Project Management Company to Project Management Unit, comprising both internal TPA staff and specialist consultants, where necessary (to be formalized via Project restructuring); and  Change in institutional arrangements from a Working Group to establishment of a TSDP Project Steering Committee, including Provincial representatives, to provide strategic guidance and executive oversight (to be formalized via Project restructuring).
