The MTR was not undertaken, due to the safeguards mission which was conducted to assess environmental and social risks, under the restructuring. Progress in project implementation is still slow and needs to be accelerated. Highlights by component are as follows: Component 1: Improvement of the business environment A memorandum was prepared to enhance the single window performances, streamline and unify its procedures internally and make it fully operational. The investment promotion agency (ANIE) newly appointed Director is willing to move the Doing Business agenda forward, specifically for the business start-up. The mission recommends that the time to obtain visas on labor contracts be reduced from 30 days to a week through the revision of the Labor Code. Enforcing contracts: Per the request of the Government (Ministry of Justice), the project team recruited an international consultant to review the existing draft of the Code of civil procedures in order to introduce best practices to improve the commercial justice. The Government expressed its interest in supporting the organization of training sessions on the OHADA revised laws. The team will finalize in the coming days the recruitment of the firm or consultants for such trainings. The Ministry of Justice will collect all written commercial justice’s decisions including the decisions of the commercial Court and the Court of appeal and send them to ANIE for online publication. Dealing with construction permits: The team followed up with the Ministry of housing on the ongoing efforts aiming in the construction permits area. The Ministry of Construction and Urban Planning to determine dates for the validation workshop on draft regulations already delivered by the Consultants. The ministry will soon finalize the consultations with municipalities and accelerate the adoption of the decree creating the committee for construction permits and make it operational. Component 2: Support for meat and milk value chains This component will be updated with the pending Level 2 Restructuring. Component 3: Project management The government solicited and secured an agreement in principle from the World Bank to restructure the project. However, as the restructuring may include upgrading of the slaughterhouse it was recommended that an assessment of the environment and social risks be undertaken. The findings of the Safeguards mission trigger Walya as high risk for the pollution of the river. If project activities of upgrading the slaughterhouse are realised in this area, the team need to mobilize resources to undertake a proper and deep analysis of the situation and propose a plan to mitigate all the risks. The weaknesses of the current result framework were discussed, which will possibly change after the project has been restructured. The PIU was encouraged to work on the result framework to adjust it. The MTR mission was not undertaken as it would be done after completion of the safeguard assessment mission.
