Recent progress led to the establishment of 49 Good Animal Health Practices (GAHP) areas, representing 7,001 households that received trainings on GAHP practices, bio-security measures and waste management. 3 slaughterhouses and 38 wet markets have been upgraded and are operational. The piloting of Livestock Planning Zones, is still in the early concept stage. Trainings intended to enhance the capacity of Department of Animal Health and Department of Livestock Production staffs have been delivered and the appropriate Page 1 of 8 The World Bank Report No: ISR9166 material and guidelines disseminated. Most activities remain significantly behind the implementation targets while some have just been initiated in the past six months. To address the delay and achieve PDOs, the project needs a shift in priorities and to focus on the components most likely to be achieved, such as the development of GAHP areas and the upgrade of both slaughterhouses and wet markets. The proposed restructuring would also involve decentralization of management and dropping the non-feasible elements. The achievement of PDOs will also be supported by better targeting of beneficiaries through the use of economic analysis and monitoring of results.
