The first Safety Net Project has reached approximately 140,000 households 12/23/2019 Page 1 of 10 The World Bank Implementation Status & Results Report Niger Safety Net Project (P123399) across Niger’s eight regions providing adaptive cash transfer program for resilience, and about 50,000 beneficiaries which were involved in the cash-for-work program. The cash transfer program provided monthly transfers of 10,000 FCFA (around US$17) to chronically poor households over a period of 24 months. Monthly transfers were delivered along with accompanying interventions designed to support either early childhood and human capital development, or livelihood diversification and productive inclusion. The Cash for Work (CfW) activities provided beneficiaries with a daily salary of USD 2.5 per person for 60 days/year, paid bi-weekly. All 24 cash transfers planned in the second cycle of the Project were carried out in the regions of Dosso, Maradi, Tahoua, Tillabéry and Zinder. Due to security issues, cash transfers have not yet been delivered in the commune of Diffa. Discussion with the counterpart is ongoing to identify a new strategy to cope with the insecurity in Diffa. The productive inclusion package, which include training programs and a cash grant, has been implemented in all the beneficiary regions. The Project field staff (RAC) continues to provide guidance to beneficiaries on the functioning of village level savings and loan groups (VSLAs), various training courses and the implementation of the individual business plans. While the payments to coaches and beneficiaries in all the communes benefiting from productive accompanying measures have been completed by May 2019, the coaches in all the communes have remained active and are providing close supervision to beneficiaries. Cash for work activities are ongoing as scheduled, with an increased focus on the productive accompanying measures to enhance community resilience. Geo-referencing operations are in progress, and all the regional monitoring and evaluation staff were trained on the use of KOBOTOOL and the use of the geo-referencing forms. These staff in turn trained all the project field staff (RAC). Emergency cash transfers were successfully distributed in the regions of Diffa and Agadez. Twelve months cash transfers were given to beneficiaries in the two regions. A total of 4,691 households have benefited from a monthly transfer of 10,000 FCFA for a 12 months period to help them cope with the impact of conflict (Diffa) and drought (Agadez). In Diffa, the emergency cash transfer program was implemented in three communes - Diffa, Chetimari and Geskerou - and 54 percent of beneficiaries were IDPs, 37 percent were from the host population and 9 percent were returnees. In Agadez, support was provided to pastoralist community affected by drought in the commune of Gougaram, Iferouane and Timia. Under the supervision of the Unified Social Registry (USR) team, several datasets provided by various organizations are being compiled to create the first version of the Registry. In parallel, data sharing protocols, privacy protection and data security practices are being discussed with the Dispositive National. In addition, the team is also working on developing the ‘macro’ level information structure of the USR, which will include information at program level, such as the number and type of current programs, the type of activities undertaken, the number of beneficiaries, the benefits, the targeting methodology, and the duration the program, This information will facilitate the planning for new interventions, and it will be the first step in the operationalization of the USR. The second step will consist of linking the macro data with the information on individuals after all the institutional requirements are met. This strategy was discussed and agreed with all the stakeholders involved within the implementation of the USR. The geo-referencing of all the safety net interventions done in collaboration with WFP is part of this work. The new $80 Million Adaptive Safety Nets Project 2 signed on January 25th, 2019, became effective on June 28th.
