The countersigned Aide Memoire of the mission is attached to this ISR. Progress towards achieving the PDO and the Project targets is satisfactory. This mission also allocated days for the preparation of the new additional financing that will be part of a second phase of the Amazon Sustainable Landscapes (ASL) program. This increase in the assessment of the indicator is due to: (i) the consolidation of the interoperability process between the national monitoring by IDEAM and the Comments: regional one managed by the regional authorities, in accordance with the SMBYC protocols; (ii) Continuity of the systematic process of technology training and transfer, as well as equipment for digital image processing for forest monitoring. This will strengthen forest governance and will result in improved early warnings of deforestation in the authorities’ respective jurisdictions. These are:  Influence in the Agriculture-Rural Development sector: (i) Municipal agricultural technical assistance models mainstreaming environmental; (ii) Establish credit lines by Finagro for sustainable productive systems; (iii) productive land use planning at departmental level in Caqueta; (iv) agreement with the Land National Agency to establish a tenure managemetn plan in pilot areas of Caquetá and Guaviare and with participants of the conservation agreements  Infrastructure-Road sector: the project supported the Ministry of Environment to design planning instruments to be implemented by infrastructure and road sector: (v) CONPES (National Comments: Political, Economic and Social Council is the highest planning authority in Colombia) bill establishing guidelines for investments in tertiary road system; (vi) delivery on the Presidencial Decree (no. 10 from november 29th, 2018) for which coordination tasks are to be developed to stop deforestation; (vii) National road Plan for regional integration (PNVIR); (viii) Departmental Road plan for Guaviare; (ix) 51x50 Plan that promotes improvement of 50 Kms of rural roads in 51 prioritized municipalities that have been impacted by armed conflict; (x) agreement between National Parks and the National Agency for Hydrocarbons to release some areas to become part of a protected area (Chiribiquete). Comments: Of this area, 77.6% was subject to zoning for land planning and a total 9,784 are inside of what assigned as agricultural frontier. Sinchi is currently working on a pilot project with the National Land Agency to report this indicator more precisely in term of number of properties (some properties have areas both inside and outside the agricultural frontier).
